I was under debt and I came to the Messenger of Allah ﷺ and begged from him regarding it. He said: Wait till we receive Sadaqa, so that we order that to be given to you. He again said: Qabisa, begging is not permissible but for one of the three (classes) of persons: one who has incurred debt, for him begging is permissible till he pays that off, after which he must stop it; a man whose property has been destroyed by a calamity which has smitten him, for him begging is permissible till he gets what will support life, or will provide him reasonable subsistence; and a person who has been smitten by poverty. the genuineness of which is confirmed by three intelligent members of this peoples for him begging is permissible till he gets what will support him, or will provide him subsistence. Qabisa, besides these three (every other reason) for begging is forbidden, and one who engages in such consumes that what is forbidden.

"I undertook a financial responsibility, then I came to the Prophet and asked him (for help) concerning that. He said: 'Hold on, o Qubaisah! When we get some charity we will give you some.' Then the Messenger of Allah said: 'O Qubaisah, charity is not permissible except for one of three: A man who undertakes a financial responsibility, so it is permissible for him to be given charity until he finds means to make him independent and to suffice him; a man who was stricken by calamity and his wealth was destroyed, so it is permissible for him to ask for help until he has enough to keep him going, them he should refrain from asking; and a man who is stricken with poverty and three wise men from among his own people testily that so-and-so is in desperate need, then it is permissible for him to ask for help until he finds means to make him independent and to suffice him. Asking for help in cases other than these, O Qubaisah, is unlawful, and the one who takes it is consuming it unlawfully."'

[Machine] Kanana said to him, "You are the leader of your people and they come to you with questions, but you do not give them anything." He replied, "As for this, I will not give them anything, and I will inform you about it." I took on the responsibility in my community, so I went to the Prophet Muhammad ﷺ and informed him, and I asked him to help me. He said, "Rather, we will take the burden off you, O Qabisa, and we will fulfill it for them from the charity's camels." Then he said, "Indeed, begging is only permissible for three people: a man who takes on the responsibility and it is fulfilled until he can deliver it, or a man who is struck by a calamity that destroys his wealth, so it becomes permissible for him until he finds a provision or settles his debt, or a man who is afflicted with extreme poverty, and three witnesses from his people testify that begging is permissible for him, so it becomes permissible for him until he finds a provision or settles his debt. Other than that, begging is forbidden."

[Machine] About my people, I said, "O Messenger of Allah, I have taken a responsibility upon myself for my people, so help me with it." The Messenger of Allah ﷺ replied, "Rather, we will carry it for you." He then said, "It is for you in the charity's camels when they come." Then he said, "O Qabeesah ibn Mukhareq, asking for help is only permissible for one of three: a man who has taken a responsibility upon himself for his people seeking reform and he asks until he achieves his goal, a man who is struck by poverty and three of his people testify for him, and he asks until he becomes self-sufficient, or a man who is struck by calamity and he asks until he becomes self-sufficient. Other than these cases, O Qabeesah, asking for help is forbidden." He repeated this statement three times.

[Machine] I came to the Prophet ﷺ and asked him about begging. He said, "Begging is forbidden except in three cases: a man who carries a burden, in which case begging is permitted until he repays it and is able to sustain himself; a man who is struck by a calamity that destroys his wealth, in which case begging is permitted until he finds a means of livelihood or a way to support himself, and then he should stop begging; and a man who is in extreme need or poverty, in which case he should seek help from three wise people from his community, and if they confirm his situation, then begging is permitted for him. Anything other than these cases is considered unlawful."
