[Machine] From my people, So I came to the Messenger of Allah ﷺ so I said, "O Messenger of Allah, I have taken a burden from my people, so help me with it." He said, "Rather, we will bear it for you, O Qabeesah. It is for you in charity when there is." Then he said, "O Qabeesah, indeed, asking is only permissible for one of three: a man who takes a burden from his people and intends to reform it, so he asked. When he reaches the limit, he stops. And a man whom poverty afflicts, so he walks to three of his Hajj companions from his people and he asks until he reaches strength or sufficiency. Other than that, O Qabeesah, asking is prohibited." Twice.  

الطبراني:١٦١٠٠حَدَّثَنَا عَلِيُّ بْنُ عَبْدِ الْعَزِيزِ ثَنَا حَجَّاجُ بْنُ الْمِنْهَالِ ثَنَا حَمَّادُ بْنُ سَلَمَةَ عَنْ هَارُونَ بْنِ رِئَابٍ عَنْ كِنَانَةَ بْنِ نُعَيْمٍ الْعَدَوِيِّ عَنْ قَبِيصَةَ بْنِ مُخَارِقٍ الْهِلَالِيِّ قَالَ تَحَمَّلْتُ حَمَالَةً

عَنْ قَوْمِي فَأَتَيْتُ رَسُولَ اللهِ ﷺ فَقُلْتُ يَا رَسُولَ اللهِ إِنِّي تَحَمَّلْتُ حَمَالَةً عَنْ قَوْمِي فَأَعِنِّي عَلَيْهَا قَالَ «بَلْ نَتَحَمَّلُهَا عَنْكَ يَا قَبِيصَةُ هِيَ لَكَ فِي الصَّدَقَةِ إِذَا كَانَ» ثُمَّ قَالَ «يَا قَبِيصَةُ إِنَّ الْمَسْأَلَةَ لَا تَحِلُّ إِلَّا لِإِحْدَى ثَلَاثٍ رَجُلٌ تَحَمَّلَ بِحَمَالَةٍ عَنْ قَوْمِهِ أَرَادَ بِهِ الْإِصْلَاحَ فَسَأَلَ فَإِذَا بَلَغَ أَمْسَكَ وَرَجُلٌ أَصَابَتْهُ فَاقَةٌ فَمَشَى ثَلَاثَةٌ مِن ذَوِي الْحِجَى مِن قَوْمِهِ فَسَأَلَ حَتَّى إِذَا أَصَابَ قِوَامًا أَو سِدَادًا أَمْسَكَ وَمَا سِوَى ذَلِكَ يَا قَبِيصَةُ مِنَ الْمَسْأَلَةِ سُحْتٌ» مَرَّتَيْنِ

[Machine] About my people, I said, "O Messenger of Allah, I have taken a responsibility upon myself for my people, so help me with it." The Messenger of Allah ﷺ replied, "Rather, we will carry it for you." He then said, "It is for you in the charity's camels when they come." Then he said, "O Qabeesah ibn Mukhareq, asking for help is only permissible for one of three: a man who has taken a responsibility upon himself for his people seeking reform and he asks until he achieves his goal, a man who is struck by poverty and three of his people testify for him, and he asks until he becomes self-sufficient, or a man who is struck by calamity and he asks until he becomes self-sufficient. Other than these cases, O Qabeesah, asking for help is forbidden." He repeated this statement three times.

I became a guarantor for a payment, and I came to Messenger of Allah (May peace be upon him). He said: Wait till I receive the sadaqah and I shall order it to be given to you. He then said : Begging, Qabisah, is allowable only to one of three classes: a man who has become a guarantor for a payment to whom begging is allowed till he gets it, after which he must stop (begging); a man who has been stricken by a calamity and it destroys his property to whom begging is allowed till he gets what will support life (or he said, what will provide a reasonable subsistence); and a man who has been smitten by poverty, about whom three intelligent members of his people confirm by saying: So and so has been smitten by poverty, to such a person begging is allowed till be gets what will support life (or he said, what will provide a reasonable subsistence), after which he must stop (begging). Any other reason for begging, Qabisah, is forbidden, and one who engages in such consumes it as a thing which is forbidden. (Using translation from Abū Dāʾūd 1640)

تَحَمَّلْتُ حَمَالَةً فَأَتَيْتُ النَّبِيَّ ﷺ أَسْأَلُهُ فِيهَا فَقَالَ أَقِمْ يَا قَبِيصَةُ حَتَّى تَأْتِيَنَا الصَّدَقَةُ فَنَأْمُرَ لَكَ بِهَا ثُمَّ قَالَ رَسُولُ اللهِ ﷺ يَا قَبِيصَةُ إِنَّ الْمَسْأَلَةَ لَا تَحِلُّ إِلَّا لِأَحَدِ ثَلَاثَةٍ رَجُلٍ تَحَمَّلَ حَمَالَةً فَحَلَّتْ لَهُ الْمَسْأَلَةُ حَتَّى يُصِيبَهَا ثُمَّ يُمْسِكُ وَرَجُلٍ أَصَابَتْهُ جَائِحَةٌ فَاجْتَاحَتْ مَالَهُ فَحَلَّتْ لَهُ الْمَسْأَلَةُ حَتَّى يُصِيبَ قِوَامًا مِنْ عَيْشٍ أَوْ قَالَ سِدَادًا مِنْ عَيْشٍ وَرَجُلٍ أَصَابَتْهُ فَاقَةٌ حَتَّى يَقُولَ ثَلَاثَةٌ مِنْ ذَوِي الْحِجَى مِنْ قَوْمِهِ أَنْ قَدْ أَصَابَتْ فُلَانًا فَاقَةٌ فَحَلَّتْ لَهُ الصَّدَقَةُ حَتَّى يُصِيبَ قِوَامًا مِنْ عَيْشٍ أَوْ سِدَادًا مِنْ عَيْشٍ فَمَا سِوَى ذَلِكَ مِنَ الْمَسْأَلَةِ يَا قَبِيصَةُ سُحْتٌ يَأْكُلُهَا صَاحِبُهَا سُحْتًا
