I came to the Messenger of Allah ﷺ when he was in al-Bathaʿ and he said: ʿWhat did you enter ihram for?ʿ I said: I have entered ihram for the same as the Prophet ﷺ did. He said: ʿHave you brought a sacrificial animal?ʿ I said: No. He said: “Circumambulate the House and go between as-Safa and al-Marwah, then exit ihraam.” So I circumambulated the House and went between as-Safa and al-Marwah, then I went to a woman of my people and she combed my hair and washed my head. I used to give fatwas on that basis during the caliphate of Abu Bakr and ‘Umar. During one season when I was performing Hajj, a man came to me and said: You do not know the latest fatwa of Ameer al-Muʿmineen concerning the Hajj. I said: O people, if we gave a fatwa, Ameer al-Muʿmineen is coming to you, so follow him in performing Hajj. When he came I said: What is this thing that you have introduced to the rituals [of Hajj]? He said: We see in the Book of Allah that Allah, may He be exalted, says: ʿAnd perform properly (i.e. all the ceremonies according to the ways of Prophet Muhammad ﷺ, the Hajj and ‘Umrah (i.e. the pilgrimage to Makkah) for Allahʿ [al-Baqarah 2:196], and if we follow the Sunnah of our Prophet ﷺ, he did not exit ihraam until he offered the sacrifice. The Prophet ﷺ sent me to some people in Yemen and when I returned, I found him at Al-Batha. He asked me, "With what intention have you assumed Ihram (i.e. for Hajj or for Umra or for both?") I replied, "I have assumed Ihram with an intention like that of the Prophet." He asked, "Have you a Hadi with you?" I replied in the negative. He ordered me to perform Tawaf round the Kaʿba and between Safa and Marwa and then to finish my Ihram. I did so and went to a woman from my tribe who combed my hair or washed my head. Then, when ʿUmar came (i.e. became Caliph) he said, "If we follow Allah's Book, it orders us to complete Hajj and Umra; as Allah says: "Perform the Hajj and Umra for Allah." (2.196). And if we follow the tradition of the Prophet ﷺ who did not finish his Ihram till he sacrificed his Hadi."

I came upon Messenger of Allah ﷺ when he was at Al-Batha. He asked me, "Have you intended to perform the Hajj?" I replied in the affirmative. He asked, "For what have you assumed lhram?" I replied," I have assumed Ihram with the same intention as that of the Prophet ﷺ ." The Prophet ﷺ said, "You have done well! Go and perform Tawaf round the Kaʿba and between Safa and Marwa." Then I went to one of the women of Bani Qais and she took out lice from my head. Later, I assumed the Ihram for Hajj. So, I used to give this verdict to the people till the caliphate of ʿUmar. When I told him about it, he said, "If we take (follow) the Holy Book, then it orders us to complete Hajj and ʿUmra (Hajj-at- Tamattuʿ) and if we follow the tradition of Messenger of Allah ﷺ then Messenger of Allah ﷺ did not finish his lhram till the Hadi had reached its destination (had been slaughtered). (i.e. Hajj-al-Qiran). (See Hadith No. 630)

I came to the Prophet ﷺ at Al-Batha' while his camel was kneeling down and he asked me, "Have you intended to perform the Hajj?" I replied in the affirmative. He asked me, 'With what intention have you assumed Ihram?" I replied, "I have assumed Ihram with the same intention as that of the Prophet. He said, "You have done well. Perform the Tawaf of the Kaʿba and (the Sai) between As-Safa and Al- Marwa and then finish the Ihram." So, I performed the Tawaf around the Kaʿba and the Sai) between As-Safa and Al-Marwa and then went to a woman of the tribe of Qais who cleaned my head from lice. Later I assumed the Ihram for Hajj. I used to give the verdict of doing the same till the caliphate of ʿUmar who said, "If you follow the Holy Book then it orders you to remain in the state of Ihram till you finish from Hajj, if you follow the Prophet ﷺ then he did not finish his Ihram till the Hadi (sacrifice) had reached its place of slaughtering (Hajj-al-Qiran).

I came to the Messenger of Allah ﷺ as he was encamping at Batha. He said to me: Did you intend to perform Hajj? I said: Yes. He again said: With what intention have you entered into the state of Ihram (for Ifrad, Qiran or Tamattu'). I said: I pronounced Talbiya (I have entered into the state of Ihram ) with that very aim with which the Messenger of Allah ﷺ is pronouncing Talbiya. He (the Holy Prophet) said; You have done well. Then circumambulate the House and run between al-Safa' and al-Marwa' and put off Ihram (as you have not brought the sacrificial animals along with you). So I circumambulated the House, and ran between al-Safa' and al-Marwa' and then came to a woman of the tribe of Qais and she rid my head of the lice. I again put on Ihram for Hajj. and continued giving religious verdict (according to this practice) till during the Caliphate of Umar (Allah be pleased with him) when a person said to him: Abu Musa, or Abdullah b. Qais, exercise restraint in delivering some religious verdict of yours, for you do not know what has been introduced after you by the Commander of the Believers in the rites (of Hajj). Thereupon he said: 0 people, whom we gave the religious verdict (concerning putting off Ihram ) they should wait, for the Commander of the Believers is about to come to you, and you should follow him. Umar (Allah be pleased with him) then came and I made a mention of it to him. whereupon he said: If we abide by the Book of Allah (we find) the Book of Allah has commanded us to complete the (. Hajj and 'Umra), and if we abide by the Sunnah of Messenger of Allah ﷺ, we find that Messenger of Allah ﷺ did not put off Ihram till the sacrificial animal was brought to its end (till it was sacrificed).

I used to give religious verdict (according to the above mentioned command of the Holy Prophet) during the Caliphate of Abu Bakr and also during that of 'Umar. And it was during the Hajj season that a person came to me and said: You (perhaps) do not know what the Commander of the Believers has introduced in the rites (of Hajj). I said: 0 people, those whom we have given religious verdict about a certain thing should wait, for the Commander of the Believers is about to arrive among you, so follow him. When the Commander of the Believers arrived, I said: What is this that you have introduced in the rites (of Hajj)? -where upon he said: If we abide by the Book of Allah (we find) that there Allah, Exalted and Majestic, has said: Complete Hajj and 'Umra for Allah." And if we abide by the Sunnah of our Apostle ﷺ (we find) that the Messenger of Allah (May peace be upon him) did not put off Ihram till he had sacrificed the animals.

"I came to the Messenger of Allah when he was in Al-Batha', and he said: 'For what have you entered Ihram?' I said: 'I have entered Ihram for that for which the Proper had entered Ihram,' He said: 'Have you brought a hadi (sacrifical animal)?' I said: 'No.' He said: 'Then circumambulate the House and (perform Sa) between As-Safa and Al-Marwah, then exit Ihram, so I circumambulated the House and (performed Sa i) between As-Safa and Al-Marwah, then went to a woman of my people and she combed and washed my hair, I used to issue Fatwas to the people based on that, during the Khilafah of Abu Bakr and 'Umar. Then one day during Hajj season a man came to me and said: 'You do not know what the commander of the Believers has introduced concerning the rites. I said: O people, whoever heard our heard our Fatwa, let him not rush to follow it, for the commander of the Believers! Is coming to you, and you should follow him. When he came, I said: O Commander of the Believers! What is this that you have introduced concerning the rites? He said: If we follow the Book of Allah, then Allah, the Mighty and Sublime, says: 'And complete the Hajj and 'Umrah for Allah. And if we follow the sunnah of our Prophet then our Prophet did not exit Ihram until he had slaughtered the Hadi (sacrificial animal) (sahih)  

النسائي:٢٧٣٨أَخْبَرَنَا مُحَمَّدُ بْنُ الْمُثَنَّى عَنْ عَبْدِ الرَّحْمَنِ قَالَ حَدَّثَنَا سُفْيَانُ عَنْ قَيْسٍ وَهُوَ ابْنُ مُسْلِمٍ عَنْ طَارِقِ بْنِ شِهَابٍ عَنْ أَبِي مُوسَى قَالَ

قَدِمْتُ عَلَى رَسُولِ اللَّهِ ﷺ وَهُوَ بِالْبَطْحَاءِ فَقَالَ بِمَا أَهْلَلْتَ قُلْتُ أَهْلَلْتُ بِإِهْلاَلِ النَّبِيِّ ﷺ قَالَ هَلْ سُقْتَ مِنْ هَدْىٍ قُلْتُ لاَ قَالَ فَطُفْ بِالْبَيْتِ وَبِالصَّفَا وَالْمَرْوَةِ ثُمَّ حِلَّ فَطُفْتُ بِالْبَيْتِ وَبِالصَّفَا وَالْمَرْوَةِ ثُمَّ أَتَيْتُ امْرَأَةً مِنْ قَوْمِي فَمَشَطَتْنِي وَغَسَلَتْ رَأْسِي فَكُنْتُ أُفْتِي النَّاسَ بِذَلِكَ فِي إِمَارَةِ أَبِي بَكْرٍ وَإِمَارَةِ عُمَرَ وَإِنِّي لَقَائِمٌ بِالْمَوْسِمِ إِذْ جَاءَنِي رَجُلٌ فَقَالَ إِنَّكَ لاَ تَدْرِي مَا أَحْدَثَ أَمِيرُ الْمُؤْمِنِينَ فِي شَأْنِ النُّسُكِ قُلْتُ يَا أَيُّهَا النَّاسُ مَنْ كُنَّا أَفْتَيْنَاهُ بِشَىْءٍ فَلْيَتَّئِدْ فَإِنَّ أَمِيرَ الْمُؤْمِنِينَ قَادِمٌ عَلَيْكُمْ فَائْتَمُّوا بِهِ فَلَمَّا قَدِمَ قُلْتُ يَا أَمِيرَ الْمُؤْمِنِينَ مَا هَذَا الَّذِي أَحْدَثْتَ فِي شَأْنِ النُّسُكِ قَالَ إِنْ نَأْخُذْ بِكِتَابِ اللَّهِ ﷻ فَإِنَّ اللَّهَ ﷻ قَالَ { وَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلَّهِ } وَإِنْ نَأْخُذْ بِسُنَّةِ نَبِيِّنَا ﷺ فَإِنَّ نَبِيَّنَا ﷺ لَمْ يَحِلَّ حَتَّى نَحَرَ الْهَدْىَ

"I came from Yemen and the Prophet had stopped in Al-Batha at the time to Hajj. He asked: 'Have you performed Hajj?' I said: 'Yes, He said: 'What did you say?' I said; 'Labbaika bi ihlal ka ihlal in-nabiy (Here I am (O Allah, entering Ihram for that for which the Prophet entered Ihram). He said 'Circumambulate the House and (perform Sa) between As-Safa and Al-Marwah, and exit Ihram.' Then I went to a woman who combed my hair. I started to issue Fatwas to the people based on that. Then during the Khilafah of 'Umar, a man said to me: 'O abu Musa, withhold some of our Fatwas from us, for you do not know what the Commander of the Believers has introduced into the rites after you.''' Abu Musa said: "O people, O people, whoever heard our Fatwa,let him not rush to follow it, for the Commander of the Believers is coming to your and you should follow him.: 'Umar said: "If we follow the Book of Allah, then indeed He commands us to complete Hajj and 'Umrah, and the Messenger of Allah did not exit Ihram until the Hadi had reached its place."

I came to the Messenger of Allah ﷺ when he was in al-Bathaʿ and he said: ʿWhat did you enter ihram for?ʿ I said: I have entered ihram for the same as the Prophet ﷺ did. He said: ʿHave you brought a sacrificial animal?ʿ I said: No. He said: “Circumambulate the House and go between as-Safa and al-Marwah, then exit ihraam.” So I circumambulated the House and went between as-Safa and al-Marwah, then I went to a woman of my people and she combed my hair and washed my head. I used to give fatwas on that basis during the caliphate of Abu Bakr and ‘Umar. During one season when I was performing Hajj, a man came to me and said: You do not know the latest fatwa of Ameer al-Muʿmineen concerning the Hajj. I said: O people, if we gave a fatwa, Ameer al-Muʿmineen is coming to you, so follow him in performing Hajj. When he came I said: What is this thing that you have introduced to the rituals [of Hajj]? He said: We see in the Book of Allah that Allah, may He be exalted, says: ʿAnd perform properly (i.e. all the ceremonies according to the ways of Prophet Muhammad ﷺ, the Hajj and ‘Umrah (i.e. the pilgrimage to Makkah) for Allahʿ [al-Baqarah 2:196], and if we follow the Sunnah of our Prophet ﷺ, he did not exit ihraam until he offered the sacrifice.

I came to the Messenger of Allah ﷺ as he was encamping at Batha. He said to me: Did you intend to perform Hajj? I said: Yes. He again said: With what intention have you entered into the state of Ihram (for Ifrad, Qiran or Tamattu'). I said: I pronounced Talbiya (I have entered into the state of Ihram ) with that very aim with which the Messenger of Allah ﷺ is pronouncing Talbiya. He (the Holy Prophet) said; You have done well. Then circumambulate the House and run between al-Safa' and al-Marwa' and put off Ihram (as you have not brought the sacrificial animals along with you). So I circumambulated the House, and ran between al-Safa' and al-Marwa' and then came to a woman of the tribe of Qais and she rid my head of the lice. I again put on Ihram for Hajj. and continued giving religious verdict (according to this practice) till during the Caliphate of Umar (Allah be pleased with him) when a person said to him: Abu Musa, or Abdullah b. Qais, exercise restraint in delivering some religious verdict of yours, for you do not know what has been introduced after you by the Commander of the Believers in the rites (of Hajj). Thereupon he said: 0 people, whom we gave the religious verdict (concerning putting off Ihram ) they should wait, for the Commander of the Believers is about to come to you, and you should follow him. Umar (Allah be pleased with him) then came and I made a mention of it to him. whereupon he said: If we abide by the Book of Allah (we find) the Book of Allah has commanded us to complete the (. Hajj and 'Umra), and if we abide by the Sunnah of Messenger of Allah ﷺ, we find that Messenger of Allah ﷺ did not put off Ihram till the sacrificial animal was brought to its end (till it was sacrificed). لِي النَّبِيُّ ﷺ بِمَ أَهْلَلْتَ؟ قَالَ قُلْتُ بِإِهْلَالٍ كَإِهْلَالِ النَّبِيِّ ﷺ قَالَ فَقَالَ هَلْ مَعَكَ مِنْ هَدْيٍ؟ قَالَ قُلْتُ يَعْنِي لَا قَالَ فَأَمَرَنِي فَطُفْتُ بِالْبَيْتِ وَبَيْنَ الصَّفَا وَالْمَرْوَةِ ثُمَّ أَتَيْتُ امْرَأَةً مِنْ قَوْمِي فَمَشَطَتْ رَأْسِي وَغَسَلَتْهُ ثُمَّ أَحْلَلْتُ فَلَمَّا كَانَ يَوْمُ التَّرْوِيَةِ أَهْلَلْتُ بِالْحَجِّ قَالَ فَكُنْتُ أُفْتِي النَّاسَ بِذَلِكَ إِمَارَةَ أَبِي بَكْرٍ وَعُمَرَ فَبَيْنَا أَنَا وَاقِفٌ فِي سُوقِ الْمَوْسِمِ إِذْ جَاءَ رَجُلٌ فَسَارَّنِي فَقَالَ إِنَّكَ لَا تَدْرِي مَا أَحْدَثَ أَمِيرُ الْمُؤْمِنِينَ فِي شَأْنِ النُّسُكِ قَالَ قُلْتُ أَيُّهَا النَّاسُ مَنْ كُنَّا أَفْتَيْنَاهُ فِي شَيْءٍ فَلْيَتَّئِدْ فَهَذَا أَمِيرُ الْمُؤْمِنِينَ قَادِمٌ عَلَيْكُمْ فَبِهِ فَأْتَمُّوا قَالَ فَقَالَ لِي إِنْ نَأْخُذْ بِكِتَابِ اللهِ تَعَالَى فَإِنَّهُ يَأْمُرُ بِالتَّمَامِ وَإِنْ نَأْخُذْ بِسُنَّةِ نَبِيِّنَا ﷺ فَإِنَّهُ لَمْ يَحِلَّ حَتَّى نَحَرَ الْهَدْيَ

[Machine] I came to the Prophet ﷺ while he was throwing pebbles at the pillars during the Hajj. He asked me, "Have you performed Hajj?" I replied, "Yes." He then asked, "How did you perform the ritual of Ihram?" I said, "I made the intention of Ihram at the same time as the Prophet Muhammad ﷺ did." He said, "You have done well. Now go and perform Tawaf around the Kaaba, then go to Safa and Marwa, and then come out of the state of Ihram." He said, "I performed Tawaf around the Kaaba, went to Safa and Marwa, and then I went to visit a woman from the Banu Qays tribe. She began to touch my hair, and I started giving religious rulings to people based on this interaction. A man said to me, 'O Abdullah bin Qays, take it easy and be cautious with some of your rulings, for you do not know what instructions the Commander of the Believers has brought regarding the rituals after you.' So, I said, 'O people, whoever we have given a religious ruling, let them be cautious, for the Commander of the Believers is coming to you with instructions. Therefore, complete your rituals.' When he arrived, I went to him and mentioned what happened. He said, 'If we follow the Book of Allah, then the Book of Allah instructs us to complete the rituals. If we follow the Sunnah of the Messenger of Allah ﷺ, then the Messenger of Allah ﷺ did not exit the state of Ihram until the sacrificial animal reached its designated place.'"  

الدارمي:١٨٥٦حَدَّثَنَا سَهْلُ بْنُ حَمَّادٍ حَدَّثَنَا شُعْبَةُ حَدَّثَنَا قَيْسُ بْنُ مُسْلِمٍ عَنْ طَارِقٍ عَنْ أَبِي مُوسَى قَالَ

أَتَيْتُ رَسُولَ اللَّهِ ﷺ حِينَ حَجَّ وَهُوَ مُنِيخٌ بِالْبَطْحَاءِ فَقَالَ لِي «أَحَجَجْتَ؟» قُلْتُ نَعَمْ قَالَ «كَيْفَ أَهْلَلْتَ؟» قَالَ قُلْتُ لَبَّيْكَ بِإِهْلَالٍ كَإِهْلَالِ النَّبِيِّ ﷺ قَالَ «أَحْسَنْتَ اذْهَبْ فَطُفْ بِالْبَيْتِ وَبِالصَّفَا وَالْمَرْوَةِ ثُمَّ حِلَّ» قَالَ فَطُفْتُ بِالْبَيْتِ وَبِالصَّفَا وَالْمَرْوَةِ ثُمَّ أَتَيْتُ امْرَأَةً مِنْ نِسَاءِ بَنِي قَيْسٍ فَجَعَلَتْ تَفْلِي رَأْسِي فَجَعَلْتُ أُفْتِي النَّاسَ بِذَلِكَ فَقَالَ لِي رَجُلٌ يَا عَبْدَ اللَّهِ بْنَ قَيْسٍ رُوَيْدًا بَعْضَ فُتْيَاكَ فَإِنَّكَ لَا تَدْرِي مَا أَحْدَثَ أَمِيرُ الْمُؤْمِنِينَ فِي النُّسُكِ بَعْدَكَ فَقُلْتُ يَا أَيُّهَا النَّاسُ مَنْ كُنَّا أَفْتَيْنَاهُ فُتْيَا فَلْيَتَّئِدْ فَإِنَّ أَمِيرَ الْمُؤْمِنِينَ قَادِمٌ عَلَيْكُمْ فَبِهِ فَأْتَمُّوا فَلَمَّا قَدِمَ أَتَيْتُهُ فَذَكَرْتُ ذَلِكَ لَهُ فَقَالَ «إِنْ نَأْخُذْ بِكِتَابِ اللَّهِ فَإِنَّ كِتَابَ اللَّهِ يَأْمُرُ بِالتَّمَامِ وَإِنْ نَأْخُذْ بِسُنَّةِ رَسُولِ اللَّهِ ﷺ فَإِنَّ رَسُولَ اللَّهِ ﷺ لَمْ يَحِلَّ حَتَّى بَلَغَ الْهَدْيُ مَحِلَّهُ»

[Machine] The Messenger of Allah ﷺ sent me to my people's land. When it was time for Hajj, the Messenger of Allah ﷺ performed Hajj, and I also performed Hajj. I went to him while he was descending from Al-Abtah and he asked me, "With what did you intend to perform Ihram, O Abdullah bin Qais?" I replied, "I intended to say Labbayk with a Hajj like the Hajj of the Messenger of Allah ﷺ ." He said, "You have done well." Then he asked me, "Did you bring a Hadi (sacrificial animal)?" I replied, "No." He said, "Then go and perform Tawaf around the Kaaba and go between Safa and Marwa, then release your Ihram." So, I went and did as he instructed. I approached a woman from my people, and she washed my head with sidr and released my hair. Then I entered the state of Ihram on the day of Tarwiyah (8th of Dhul-Hijjah) and continued to give fatwas to the people in accordance with what the Messenger of Allah ﷺ had instructed me, until he passed away and Abu Bakr became the Caliph. During the time of Umar's caliphate, as I was standing near the Black Stone and the Maqam, giving fatwas to the people in accordance with what the Messenger of Allah ﷺ had instructed me, a man came to me and interrupted me. He said, "Do not rush with your fatwas, for the Commander of the Believers has introduced changes in the rituals." So, I addressed the people and said, "Whoever we used to give fatwas based on a certain ruling, let him wait for it until the Commander of the Believers comes, and then complete the rites according to his instructions." When Umar arrived, I went to him and said, "O Commander of the Believers, have changes been made in the rituals?" He replied, "Yes, we should follow the Sunnah of our Prophet ﷺ . He did not release the Ihram until after sacrificing the Hadi, and we should also follow the Book of our Lord, as it commands us to complete the rites."  

البيهقي:٨٨٧١أَخْبَرَنَا أَبُو مُحَمَّدٍ عَبْدُ اللهِ بْنُ يَحْيَى بْنِ عَبْدِ الْجَبَّارِ السُّكَّرِيُّ بِبَغْدَادَ أنبأ أَبُو عَلِيٍّ إِسْمَاعِيلُ بْنُ مُحَمَّدٍ الصَّفَّارُ ثنا أَحْمَدُ بْنُ مَنْصُورٍ ثنا عَبْدُ الرَّزَّاقِ أنبأ الثَّوْرِيُّ ثنا قَيْسُ بْنُ مُسْلِمٍ عَنْ طَارِقِ بْنِ شِهَابٍ عَنْ أَبِي مُوسَى الْأَشْعَرِيِّ قَالَ

بَعَثَنِي رَسُولُ اللهِ ﷺ إِلَى أَرْضِ قَوْمِي فَلَمَّا حَضَرَ الْحَجُّ حَجَّ رَسُولُ اللهِ ﷺ وَحَجَجْتُ فَأَتَيْتُهُ وَهُوَ نَازِلٌ بِالْأَبْطَحِ فَقَالَ لِي بِمَ أَهْلَلْتَ يَا عَبْدَ اللهِ بْنَ قَيْسٍ؟ قَالَ قُلْتُ لَبَّيْكَ بِحَجٍّ كَحَجِّ رَسُولِ اللهِ ﷺ قَالَ أَحْسَنْتَ ثُمَّ قَالَ لِي هَلْ سُقْتَ هَدْيًا؟ قَالَ قُلْتُ لَا قَالَ فَاذْهَبْ فَطُفْ بِالْبَيْتِ وَاسْعَ بَيْنَ الصَّفَا وَالْمَرْوَةِ ثُمَّ احْلِلْ قَالَ فَذَهَبْتُ فَفَعَلْتُ مَا أَمَرَنِي فَأَتَيْتُ امْرَأَةً مِنْ قَوْمِي فَغَسَلَتْ رَأْسِي بِالسِّدْرِ وَفَلَّتْهُ ثُمَّ أَحْرَمْتُ بِالْحَجِّ يَوْمَ التَّرْوِيَةِ فَلَمْ أَزَلْ أُفْتِي النَّاسَ بِالَّذِي أَمَرَ بِهِ رَسُولُ اللهِ ﷺ حَيَاةَ رَسُولِ اللهِ ﷺ حَتَّى مَاتَ وَزَمَنَ أَبِي بَكْرٍ ؓ وَصَدْرًا مِنْ خِلَافَةِ عُمَرَ ؓ فَبَيْنَا أَنَا عِنْدَ الْحَجَرِ الْأَسْوَدِ وَالْمَقَامِ أُفْتِي النَّاسَ بِالَّذِي أَمَرَنِي بِهِ رَسُولُ اللهِ ﷺ إِذْ جَاءَنِي رَجُلٌ فَسَارَّنِي فَقَالَ لَا تَعْجَلْ بِفُتْيَاكَ فَإِنَّ أَمِيرَ الْمُؤْمِنِينَ قَدْ أَحْدَثَ فِي الْمَنَاسِكِ يَعْنِي فَقُلْتُ أَيُّهَا النَّاسُ مَنْ كُنَّا أَفْتَيْنَاهُ بِشَيْءٍ فَلْيَتَّئِدْ فَإِنَّ أَمِيرَ الْمُؤْمِنِينَ قَادِمٌ فَبِهِ فَأْتَمُّوا قَالَ فَلَمَّا قَدِمَ عُمَرُ ؓ دَخَلْتُ عَلَيْهِ فَقُلْتُ يَا أَمِيرَ الْمُؤْمِنِينَ هَلْ أُحْدِثَ فِي الْمَنَاسِكِ؟ قَالَ نَعَمْ أَنْ نَأْخُذَ بِسُنَّةِ نَبِيِّنَا ﷺ فَإِنَّهُ لَمْ يَحْلِلْ حَتَّى نَحَرَ الْهَدْيَ وَأَنْ نَأْخُذَ بِكِتَابِ رَبِّنَا فَإِنَّهُ يَأْمُرُنَا بِالتَّمَامِ

[Machine] The Prophet of Allah ﷺ sent me to Yemen. I met him in the year in which he performed Hajj and he asked me, "O Abu Musa, what did you say when you entered the state of ihram?" I replied, "I said, 'Here I am, O Allah, at Your service, (here I am)!' like the Ihram of the Prophet ﷺ ." He then asked, "Did you offer a sacrificial animal?" I replied, "No." He said, "Then proceed and perform Tawaf around the Kaaba and between Safa and Marwa, then shave your head." So, I went and performed Tawaf around the Kaaba and between Safa and Marwa, and then I approached some women from the family of Qais, meaning his paternal aunts, and they performed the ritual washing on my head. After that, during the caliphate of Umar (may Allah be pleased with him), I arrived as a pilgrim. While I was narrating to the people near the Kaaba what the Messenger of Allah ﷺ had commanded me, a man arrived and said, "Hold on, O man, with your narration, for you do not know what the Commander of the Faithful has introduced in the rituals." So, I said to the people, "Whoever has heard anything should not act upon it until the Commander of the Faithful arrives, and when he arrives, then follow his instructions." When Umar (may Allah be pleased with him) arrived, I said to him, "O Commander of the Faithful, have you introduced any changes in the rituals?" Umar (may Allah be pleased with him) became angry and said, "Indeed, if we were to adopt the Book of Allah alone, Allah has already commanded the completion (of the Hajj rituals), and if we were to follow the Sunnah of the Messenger of Allah ﷺ , our Prophet, it would not be permissible (to introduce changes) until the animal for sacrifice reaches its designated place."

كَانَ رَسُولُ اللهِ ﷺ بَعَثَنِي إِلَى الْيَمَنِ قَالَ فَوَافَقْتُهُ فِي الْعَامِ الَّذِي حَجَّ فِيهِ فَقَالَ لِي رَسُولُ اللهِ ﷺ يَا أَبَا مُوسَى كَيْفَ قُلْتَ حِينَ أَحْرَمْتَ؟ قَالَ قُلْتُ إِهْلَالٌ كَإِهْلَالِ النَّبِيِّ ﷺ فَقَالَ هَلْ سُقْتَ هَدْيًا؟ قُلْتُ لَا قَالَ فَانْطَلِقْ فَطُفْ بِالْبَيْتِ وَبَيْنَ الصَّفَا وَالْمَرْوَةِ ثُمَّ أَحِلَّ فَانْطَلَقْتُ فَطُفْتُ بِالْبَيْتِ وَبَيْنَ الصَّفَا وَالْمَرْوَةِ ثُمَّ عَمَدْتُ إِلَى نِسْوَةٍ مِنْ آلِ قَيْسٍ يَعْنِي عَمَّاتِهِ فَمَشَطْنَ رَأْسِي بِالْغُسْلِ فَلَمَّا كَانَ بَعْدَ ذَلِكَ فِي إِمَارَةِ عُمَرَ ؓ قَدِمْتُ حَاجًّا فَبَيْنَا أَنَا أُحَدِّثُ النَّاسَ عِنْدَ الْبَيْتِ بِمَا أَمَرَنِي رَسُولُ اللهِ ﷺ إِذْ قَدِمَ رَجُلٌ فَقَالَ دُونَكَ أَيُّهَا الرَّجُلُ بِحَدِيثِكَ فَإِنَّكَ لَا تَدْرِي مَا أَحْدَثَ أَمِيرُ الْمُؤْمِنِينَ فِي النُّسُكِ فَقُلْتُ يَا أَيُّهَا النَّاسُ مَنْ سَمِعَ شَيْئًا فَلَا يَأْخُذْ بِهِ حَتَّى يَقْدَمَ أَمِيرُ الْمُؤْمِنِينَ فَبِهِ ائْتَمُّوا فَلَمَّا قَدِمَ عُمَرُ ؓ قُلْتُ لَهُ يَا أَمِيرَ الْمُؤْمِنِينَ أَحَدَثَ فِي النُّسُكِ شَيْءٌ فَغَضِبَ عُمَرُ أَمِيرُ الْمُؤْمِنِينَ مِنْ ذَلِكَ ثُمَّ قَالَ أَجَلْ لَئَنْ نَأْخُذَ بِكِتَابِ اللهِ فَقَدْ أَمَرَ اللهُ بِالتَّمَامِ وَأَنْ نَأْخُذَ بِسُنَّةِ رَسُولِ اللهِ ﷺ نَبِيِّنَا فَإِنَّهُ لَمْ يَحِلَّ حَتَّى بَلَغَ الْهَدْيُ مَحِلَّهُ

"عَنْ أَبِى مُوسَى قَالَ: قَدِمْتُ عَلَى رَسُول الله ﷺ وَهُوَ بِالْبَطْحَاءِ فَقَالَ: بِمَ أَهْلَلْتَ؟ قَلْتُ: بِإِهْلَالٍ كَإِهْلَالِ النَّبِىِّ ﷺ فَقَالَ: هَلْ سُقْتَ مِنْ هَدْىٍ؟ قُلْتُ: لَا، قَالَ: طُفْ بِالْبَيْتِ وَبِالصَّفَا وَالْمَرْوَةِ ثُمَّ حِلَّ، فَطُفْتُ بِالْبَيْتِ وَبِالصَّفَا وَالْمَرْوَةِ، ثُمَّ أَتَيْتُ امْرأةً مِنْ قَومِى فَمَشَّطَتْنِى وَغَسَلَتْ رَأسِى، فَكُنْتُ أُفْتِى النَّاسَ بِذَلِكَ فِى إِمَارَةِ أَبِى بَكْرٍ وَإِمَارَةِ عُمَرَ، فَإِنَّي لَقَائِمٌ بالْمَوْسِم إِذْ جَاءَنِى رَجُلٌ فَقَالَ: إِنَّكَ لَا تَدْرِى مَا أَحْدَثَ أَمِيرُ الْمُؤْمِنِينَ في شَأنِ النُّسُكِ، فَقُلْتُ: أيُّهَا النَّاسُ مَنْ كُنَّا أفْتَيْنَا فَهَذَا أَمِيرُ الْمُؤْمِنِينَ قَادِمٌ عَلَيْكُمْ فَبِهِ فَأتَمُّوا فَلَمَّا قَدِمَ قُلْتُ: مَا هَذَا الَّذِى قَدْ أَحْدَثْتَ فِى شَأنِ النُّسُكِ؟ قَالَ: أنْ نَأخُذَ بِكِتَابِ الله، فَإنَّ الله قَالَ: {وَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلَّهِ} وَأَنْ نَأخُذَ بِسُنَّةِ نَبِيِّنَا، فَإِنَّهُ لَمْ يَحِلَّ حَتَّى نَحَرَ الْهَدْىَ".
