The Messenger of Allah ﷺ asked, "Is he not a witness that Muhammad is the Messenger of Allah?" The Ansaari man replied, "Yes, O Messenger of Allah, but his testimony is not accepted." The Messenger of Allah ﷺ asked, "Does he not pray?" The Ansaari man replied, "Yes, O Messenger of Allah, but his prayer is not accepted." The Messenger of Allah ﷺ said, "They are the ones whom Allah has forbidden me from granting permission for them."

[Machine] That the Messenger of Allah ﷺ was sitting when a man came to him, and he meant to seek permission to consult with him, so he mentioned the purpose implicitly.
