The Prophet ﷺ said, "Whoever cannot get an Izar, can wear trousers, and whoever cannot wear sandals can wear Khuffs (socks made from thick fabric or leather)." (Using translation from Bukhārī 5804)

I heard the Prophet ﷺ delivering a sermon at ʿArafat saying, "If a Muhrim does not find slippers, he could wear Khuffs (socks made from thick fabric or leather, but he has to cut short the Khuffs below the ankles), and if he does not find an Izar (a waist sheet for wrapping the lower half of the body) he could wear trousers."
سَمِعْتُ النَّبِيَّ ﷺ يَخْطُبُ بِعَرَفَاتٍ مَنْ لَمْ يَجِدِ النَّعْلَيْنِ فَلْيَلْبَسِ الْخُفَّيْنِ وَمَنْ لَمْ يَجِدْ إِزَارًا فَلْيَلْبَسْ سَرَاوِيلَ لِلْمُحْرِمِ
The Prophet ﷺ delivered a sermon at ʿArafat and said, "Whoever does not get an Izar can wear trousers, and whoever cannot get a pair of shoes can wear Khuffs (socks made from thick fabric or leather)."
خَطَبَنَا النَّبِيُّ ﷺ بِعَرَفَاتٍ فَقَالَ مَنْ لَمْ يَجِدِ الإِزَارَ فَلْيَلْبَسِ السَّرَاوِيلَ وَمَنْ لَمْ يَجِدِ النَّعْلَيْنِ فَلْيَلْبَسِ الْخُفَّيْنِ

عَنِ النَّبِيِّ ﷺ قَالَ مَنْ لَمْ يَجِدْ إِزَارًا فَلْيَلْبَسْ سَرَاوِيلَ وَمَنْ لَمْ يَجِدْ نَعْلَيْنِ فَلْيَلْبَسْ خُفَّيْنِ
The Prophet ﷺ said, "Whoever has no Izar (waist sheet), can wear trousers; and whoever has no sandals, can wear Khuffs (socks made from thick fabric or leather, but cut them short below the ankles)."
قَالَ النَّبِيُّ ﷺ مَنْ لَمْ يَكُنْ لَهُ إِزَارٌ فَلْيَلْبَسِ السَّرَاوِيلَ وَمَنْ لَمْ يَكُنْ لَهُ نَعْلاَنِ فَلْيَلْبَسْ خُفَّيْنِ
He who does not find shoes to wear may wear socks, and he who does not find lower garment to wear may put on trousers.

He heard the Prophet [SAW] say in 'Arafat: "Whoever cannot find an Izar (waist wrapper), let him wear trousers, and whoever cannot find sandals, let him wear Khuffs (leather socks)."

"I heard the Messenger of Allah say; 'If you cannot find an Izar then wear pants, and if you cannot find sandals then wear khuffs, but cut them so that they come lower than the ankles.
سَمِعْتُ رَسُولَ اللَّهِ ﷺ يَقُولُ إِذَا لَمْ يَجِدْ إِزَارًا فَلْيَلْبَسِ السَّرَاوِيلَ وَإِذَا لَمْ يَجِدِ النَّعْلَيْنِ فَلْيَلْبَسِ الْخُفَّيْنِ وَلْيَقْطَعْهُمَا أَسْفَلَ مِنَ الْكَعْبَيْنِ
Ibn ‘Abbas said I heard the Apostle of Allaah ﷺ say When one who is wearing ihram cannot get a lower garment(loin cloth) he may ear trousers and when he cannot get sandals he may wear shoes. Abu Dawud said This is the tradition narrated by the narrators of Makkah. Its narrator from Basrah is Jabir bin Zaid. He mentioned only trousers and omitted the mention of cutting of the shoes.
سَمِعْتُ رَسُولَ اللَّهِ ﷺ يَقُولُ السَّرَاوِيلُ لِمَنْ لاَ يَجِدُ الإِزَارَ وَالْخُفُّ لِمَنْ لاَ يَجِدُ النَّعْلَيْنِ
"I heard the Messenger of Allah say; 'If you cannot find an Izar then wear pants, and if you cannot find sandals then wear khuffs, but cut them so that they come lower than the ankles. (Using translation from Nasāʾī 2679)

[Machine] He heard the Messenger of Allah ﷺ while he was delivering a sermon saying, "Whoever does not find a loincloth but finds trousers should wear them, and whoever does not find sandals but finds shoes should wear them."

[Machine] The Messenger of Allah ﷺ delivered a sermon to the people at Arafah and said, "Whoever does not find sandals should wear slippers, and whoever does not find a waistcloth should wear pants."
أَنَّ رَسُولَ اللهِ ﷺ خَطَبَ النَّاسَ بِعَرَفَةَ فَقَالَ «مَنْ لَمْ يَجِدْ نَعْلَيْنِ فَلْيَلْبَسْ خُفَّيْنِ وَمَنْ لَمْ يَجِدْ إِزَارًا فَلْيَلْبَسْ سَرَاوِيلَ»

"مَنْ لَمْ يَجِدِ النَّعْلَينِ فَلْيَلبَسْ خُفَّينِ، وَمَنْ لَمْ يَجِدْ إِزَارًا فَلْيَلبَسْ سَرَاويلَ".
"السَّرَاويلُ لِمَنْ لا يَجدُ الإِزَارَ، والخُفُّ لِمَنْ لَا يَجِدُ النَّعْلَينِ".
"المُحرِمُ إذا لم يَجد الإزَارَ فَليلبَس السَّرَاويلَ، وإذا لم يَجدْ النعْلَينَ فليَلبس الخُفَّين" .
"عَنْ عَلىٍّ: فِى الْمُحْرِمِ إِذَا لَمْ يَجِدْ نَعْلَيْنِ لَبِسَ خُفَّيْن، وإِذَا لَمْ يَجِدْ إِزَارًا لَبِسَ سَرَاوِيلَ".
