"لَقَدْ رَأَيْتُ الرِّجَالَ عَاقِدِينَ أُزُرَهُمْ فِى أَعْنَاقِهِمْ مِثْلَ الصِّبْيَانِ مِنْ ضِيقِ الأُزُرِ خَلْفَ النَّبِىِّ ﷺ ، فَقَالَ قائِلٌ: يَا مَعْشَرَ النِّسَاءِ لاَ تَرْفَعْنَ رُءُوسَكُنَّ حَتَّى يَرْفَعَ الرِّجَالُ".
I saw men having tied (the ends) of their lower garments around their necks, like children, due to shortage of cloth and offering their prayers behind the Messenger of Allah ﷺ. One of the proclaimers said: O womenfolk, do not lift your heads till men raise (them).

I saw the people tying their wrappers over their necks like children due to the narrowness of the wrappers behind the Messenger of Allah (May peace be upon him) during prayer. Someone said: Body of women, do not raise your heads until the men raise (their heads).

The men used to pray with the Prophet ﷺ with their Izars tied around their necks as boys used to do; therefore the Prophet ﷺ told the women not to raise their heads till the men sat down straight (while praying). (Using translation from Bukhārī 362)
