The Prophet ﷺ said: An orphan virgin girl should be consulted about herself; if she says nothing that indicates her permission, but if she refuses, the authority of the guardian cannot be exercised against her will.

Consulting an orphan girl about marriage
The Messenger of Allah ﷺ said: "An orphan girl is to be consulted concerning herself; if she remains silent, that is her permission, and if she refuses, there is no validity against her."
قَالَ رَسُولُ اللَّهِ ﷺ: «الْيَتِيمَةُ تُسْتَأْمَرُ فِي نَفْسِهَا، فَإِنْ صَمَتَتْ فَهُوَ إِذْنُهَا، وَإِنْ أَبَتْ فَلاَ جَوَازَ عَلَيْهَا».
"A previously married woman has more right to decide about herself (with regard to marriage) than her guardian, and a virgin should be asked for permission with regard to marriage, and her permission is her silence."

Malik related to me from Abdullah ibn al-Fadl from Nafi ibn Jubayr ibn Mutim from Abdullah ibn Abbas that the Messenger of Allah ﷺ said, "A woman who has been previously married is more entitled to her person than her guardian, and a virgin must be asked for her consent for herself, and her consent is her silence "
أَنَّ رَسُولَ اللَّهِ ﷺ قَالَ الأَيِّمُ أَحَقُّ بِنَفْسِهَا مِنْ وَلِيِّهَا وَالْبِكْرُ تُسْتَأْذَنُ فِي نَفْسِهَا وَإِذْنُهَا صُمَاتُهَا

عَنْ عُرْسِ بْنِ عَمِيرَةَ الْكِنْدِيِّ رَجُلٌ مِنْ أَصْحَابِ النَّبِيِّ ﷺ أَنَّ النَّبِيَّ ﷺ قَالَ وَآمِرُوا النِّسَاءَ فِي أَنْفُسِهِنَّ فَإِنَّ الثَّيِّبَ تُعْرِبُ عَنْ نَفْسِهَا وَالْبِكْرُ رِضَاهَا صَمْتُهَا
[AI] "From the Messenger of Allah, ﷺ , that he said: Consult with women in their affairs. It was said to him, O Messenger of Allah, the virgin feels shy. He said, the widow can express herself, and the virgin's acceptance is her silence, and he did not mention marriage in its chain of narration."
عَنْ رَسُولِ اللهِ ﷺ أَنَّهُ قَالَ شَاوِرُوا النِّسَاءَ فِي أَنْفُسِهِنَّ فَقِيلَ لَهُ يَا رَسُولَ اللهِ إِنَّ الْبِكْرَ تَسْتَحِي قَالَ الثَّيِّبُ تُعْرِبُ عَنْ نَفْسِهَا وَالْبِكْرُ رِضَاهَا صَمْتُهَا وَلَمْ يَذْكُرِ الْعُرْسَ فِي إِسْنَادِهِ
آمِّرُوا النَّساءَ في أَنْفُسِهِنَّ فإنّ الثَّيِّبَ تُعْرِبُ عن نفسِها والبكرَ رضاها صَمْتها".
“Consult the orphan girl about herself, and her consent is her silence.”
"آمِّرُوا الْيَتِيمَةَ في نَفْسِها وإِذْنُها صمَاتُها ".
" اليَتِيمَةُ تُسْتَأمَرُ في نَفْسِهَا، فَإِنْ صَمَتَتْ فَهُوَ إِذنُها، فَإِنْ أَبْتَ فَلَا جَوَازَ عَلَيهَا".
