Ibn Umar (Allah be pleased with them) reported that al-'A'bbas b. Abd al-Muttalib (Allah be pleased with him) sought permission from Messenger of Allah ﷺ to spend in Mecca the nights (which be was required to spend) at Mina on account of his office of supplier of water, and he (the Holy Prophet) granted him permission. (Using translation from Muslim 1315a)  

الدارمي:١٩٨٦أَخْبَرَنَا عَبْدُ اللَّهِ بْنُ سَعِيدٍ حَدَّثَنَا أَبُو أُسَامَةَ عَنْ عُبَيْدِ اللَّهِ عَنْ نَافِعٍ عَنْ ابْنِ عُمَرَ

أَنَّ الْعَّبَاسَ بْنَ عَبْدِ الْمُطَّلِبِ اسْتَأْذَنَ رَسُولَ اللَّهِ ﷺ لِيَبِيتَ بِمَكَّةَ لَيَالِيَ مِنًى مِنْ أَجْلِ سِقَايَتِهِ «فَأَذِنَ لَهُ»

Al ʿAbbas bin ʿAbdul-Muttalib asked the permission of Messenger of Allah ﷺ to let him stay in Mecca during the nights of Mina in order to provide the pilgrims with water to drink, so the Prophet ﷺ permitted him.

اسْتَأْذَنَ الْعَبَّاسُ بْنُ عَبْدِ الْمُطَّلِبِ ؓ رَسُولَ اللَّهِ ﷺ أَنْ يَبِيتَ بِمَكَّةَ لَيَالِيَ مِنًى مِنْ أَجْلِ سِقَايَتِهِ فَأَذِنَ لَهُ

Al-Abbas asked the permission from the Prophet ﷺ to stay at Mecca during the nights of Mina in order to provide water to the people, so the Prophet ﷺ allowed him.

Al-'Abbas sought permission from the Messenger of Allah ﷺ to pass the night at Mecca during the period of his stay at Mina for distributing water among the people. He gave him permission.
