“The Prophet ﷺ did not allow anyone to stay overnight in Makkah apart from ‘Abbas, for the purpose of supplying water to the pilgrims.”  

ابن ماجة:٣٠٦٦ – حَدَّثَنَا عَلِيُّ بْنُ مُحَمَّدٍ وَهَنَّادُ بْنُ السَّرِيِّ قَالاَ حَدَّثَنَا أَبُو مُعَاوِيَةَ عَنْ إِسْمَاعِيلَ بْنِ مُسْلِمٍ عَنْ عَطَاءٍ عَنِ ابْنِ عَبَّاسٍ قَالَ

لَمْ يُرَخِّصِ النَّبِيُّ ﷺ لأَحَدٍ يَبِيتُ بِمَكَّةَ إِلاَّ لِلْعَبَّاسِ مِنْ أَجْلِ السِّقَايَةِ

ذِكْرُ الْبَيَانِ بِأَنَّ هَذَا الْأَمْرِ لِلْعَبَّاسِ، إِنَّمَا هُوَ أَمْرُ رُخْصَةٍ، وَنَدْبٍ دُونَ أَنْ يَكُونَ حَتْمًا وَإِيجَابًا

[Machine] "The Messenger of Allah ﷺ allowed Abbas to stay in Makkah during the days of Mina because of his role as a water provider."

«أَنَّ رَسُولَ اللَّهِ ﷺ رَخَّصَ لِلْعَبَّاسِ أَنْ يَبِيتَ بِمَكَّةَ أَيَّامَ مِنًى مِنْ أَجْلِ سِقَايَتِهِ»  

nasai-kubra:4163 – Isḥāq b. Ibrāhīm > ʿĪsá b. Yūnus > ʿUbaydullāh > Nāfiʿ > Ibn ʿUmar

Al ʿAbbas bin ʿAbdul-Muttalib asked the permission of Messenger of Allah ﷺ to let him stay in Mecca during the nights of Mina in order to provide the pilgrims with water to drink, so the Prophet ﷺ permitted him. (Using translation from Bukhārī 1634)   

الكبرى للنسائي:٤١٦٣ – أَخْبَرَنَا إِسْحَاقُ بْنُ إِبْرَاهِيمَ قَالَ أَخْبَرَنَا عِيسَى بْنُ يُونُسَ قَالَ حَدَّثَنَا عُبَيْدُ اللهِ عَنْ نَافِعٍ عَنِ ابْنِ عُمَرَ قَالَ

«رَخَّصَ رَسُولُ اللهِ ﷺ لِلْعَبَّاسِ بْنِ عَبْدِ الْمُطَّلِبِ أَنْ يَبِيتَ بِمَكَّةَ أَيَّامَ مِنًى مِنْ أَجْلِ سِقَايَتِهِ»
