The Messenger of Allah ﷺ said: “The best jihad is a word of justice spoken before a tyrannical ruler,” or “before an unjust leader.”

"Indeed, among the greatest types of Jihad is a just statement before a tyrannical ruler."
أَنَّ النَّبِيَّ ﷺ قَالَ إِنَّ مِنْ أَعْظَمِ الْجِهَادِ كَلِمَةَ عَدْلٍ عِنْدَ سُلْطَانٍ جَائِرٍ
The Messenger of Allah ﷺ said: “The best jihad (struggle) is a word of justice spoken before a tyrannical ruler.”
قَالَ رَسُولُ اللَّهِ ﷺ: «أَفْضَلُ الْجِهَادِ كَلِمَةُ عَدْلٍ عِنْدَ سُلْطَانٍ جَائِرٍ».
[Machine] At the Jamarat, O Messenger of Allah, which jihad is the best? He replied, "The best jihad is a word of truth in the presence of an unjust ruler."
عِنْدَ الْجَمْرَةِ يَا رَسُولَ اللهِ أَيُّ الْجِهَادِ أَفْضَلُ؟ قَالَ أَفْضَلُ الْجِهَادِ كَلِمَةُ حَقٍّ عِنْدَ سُلْطَانٍ جَائِرٍ
"إِنَّ مِنْ أَعْظَم الْجِهَادِ كلِمَةَ عَدْلٍ عند سُلطَانٍ جَائِرٍ ".
“The best of jihad is a just word spoken to an unjust ruler.” (Using translation from Ibn Mājah 4011)
"أفضلُ الجهادِ: كلِمَةُ (حَق) عندَ سُلطانٍ جائرٍ" .
The Prophet ﷺ said: The best fighting (jihad) in the path of Allah is (to speak) a word of justice to an oppressive ruler. (Using translation from Abū Dāʾūd 4344)
"أفْضَلُ الجهادِ: كلِمةُ عدلٍ عند سلطانٍ جائرٍ، أو أميرٍ جائرٍ" .
