The Messenger of Allah ﷺ said: “The best jihad is a word of justice spoken before a tyrannical ruler,” or “before an unjust leader.”
قَالَ رَسُولُ اللَّهِ ﷺ: «أَفْضَلُ الْجِهَادِ كَلِمَةُ عَدْلٍ عِنْدَ سُلْطَانٍ جَائِرٍ» أَوْ «أَمِيرٍ جَائِرٍ»
"Indeed, among the greatest types of Jihad is a just statement before a tyrannical ruler."
أَنَّ النَّبِيَّ ﷺ قَالَ إِنَّ مِنْ أَعْظَمِ الْجِهَادِ كَلِمَةَ عَدْلٍ عِنْدَ سُلْطَانٍ جَائِرٍ
The Messenger of Allah ﷺ said: “The best jihad (struggle) is a word of justice spoken before a tyrannical ruler.”
قَالَ رَسُولُ اللَّهِ ﷺ: «أَفْضَلُ الْجِهَادِ كَلِمَةُ عَدْلٍ عِنْدَ سُلْطَانٍ جَائِرٍ».

جَاءَ رَجُلٌ إِلَى النَّبِيِّ ﷺ، فَقَالَ: أَيُّ الْجِهَادِ أَفْضَلُ؟ قَالَ: «كَلِمَةُ حَقٍّ عِنْدَ إِمَامٍ جَائِرٍ».
[AI] At the Jamarat, O Messenger of Allah, which jihad is the best? He replied, "The best jihad is a word of truth in the presence of an unjust ruler."
عِنْدَ الْجَمْرَةِ يَا رَسُولَ اللهِ أَيُّ الْجِهَادِ أَفْضَلُ؟ قَالَ أَفْضَلُ الْجِهَادِ كَلِمَةُ حَقٍّ عِنْدَ سُلْطَانٍ جَائِرٍ
The Prophet ﷺ said: The best fighting (jihad) in the path of Allah is (to speak) a word of justice to an oppressive ruler. (Using translation from Abū Dāʾūd 4344)
