[Machine] Umar Ibn Abdul Aziz wrote, "Whichever village has fifty men gathered in it, let one of them lead them in prayer, give sermons to them, and lead them in Friday prayer."  

البيهقي:٥٦١١وَأَخْبَرَنَا أَبُو حَازِمٍ أنبأ أَبُو أَحْمَدَ الْحَافِظُ أنبا أَبُو الْعَبَّاسِ مُحَمَّدُ بْنُ إِسْحَاقَ الثَّقَفِيُّ ثنا قُتَيْبَةُ بْنُ سَعِيدٍ ثنا اللَّيْثُ بْنُ سَعْدٍ عَنْ مُعَاوِيَةَ يَعْنِي ابْنَ صَالِحٍ قَالَ

كَتَبَ عُمَرُ بْنُ عَبْدِ الْعَزِيزِ أَيُّمَا قَرْيَةٍ اجْتَمَعَ فِيهَا خَمْسُونَ رَجُلًا فَلْيَؤُمَّهُمْ رَجُلٌ مِنْهُمْ وَلْيَخْطُبْ عَلَيْهِمْ وَلْيُصَلِّ بِهِمُ الْجُمُعَةَ
