The Messenger of Allah ﷺ observed the noon and afternoon prayers together in Medina without being in a state of fear or in a state of journey. (Abu Zubair said: I asked Sa'id [one of the narrators] why he did that. He said: I asked Ibn 'Abbas as you have asked me, and he replied that he [the Holy Prophet] wanted that no one among his Ummah should be put to [unnecessary] hardship.)

What prompted him to do this? He said: He wanted that his Ummah should not be put to (unnecessary) hardship.

The Messenger of Allah ﷺ combined in the expedition to Tabuk the noon prayer with the afternoon prayer and the sunset prayer with the 'Isha' prayer. He (one of the narrators) said: What prompted him to do that? He (Mu'adh) replied that he (the Holy Prophet) wanted that his Ummah should not be put to (unnecessary) hardship.

Permissibility of combining prayers as a resident
The Messenger of Allah ﷺ combined Ẓuhr and ʿAsr ˹prayers˺ and the Maghrib and Isha ˹prayers˺ in Madinah without being in a state of fear, nor due to rain. It was asked of Ibn ʿAbbās: What did he intend by that?. He said: He wanted that his Ummah does not experience any hardship.
جَمَعَ رَسُولُ اللَّهِ ﷺ بَيْنَ الظُّهْرِ وَالْعَصْرِ وَبَيْنَ الْمَغْرِبِ وَالْعِشَاءِ بِالْمَدِينَةِ مِنْ غَيْرِ خَوْفٍ وَلاَ مَطَرٍ۔ قَالَ: فَقِيلَ لاِبْنِ عَبَّاسٍ مَا أَرَادَ بِذَلِكَ؟ قَالَ: أَرَادَ أَنْ لاَ يُحْرِجَ أُمَّتَهُ۔
"Why?" He said: "So that there would not be any hardship on his Ummah."

It was narrated from Mu’adh bin Jabal that the Prophet ﷺ combined the Zuhr and ‘Asr, and the Maghrib and ‘Isha’ when traveling during the campaign of Tabuk.
أَنَّ النَّبِيَّ ﷺ جَمَعَ بَيْنَ الظُّهْرِ وَالْعَصْرِ وَالْمَغْرِبِ وَالْعِشَاءِ فِي غَزْوَةِ تَبُوكَ فِي السَّفَرِ

[AI] The Prophet ﷺ gathered the people between Dhuhr and Asr prayers in Madinah, without being on a journey or fearing anything. I said, "O Abu Al-Abbas, why did he do that?" He said, "He wanted not to burden anyone from his ummah."

"The Messenger of Allah ﷺ prayed Zuhr and 'Asr together, and Maghrib and 'Isha' together, when there was no fear and he was not traveling." (Using translation from Nasāʾī 601)

[AI] Al-Qa'nabi narrated both from Dawud bin Qays, who narrated from Salih, the freed slave of At-Taw'amah, that he heard Ibn Abbas saying that the Messenger of Allah ﷺ combined Dhuhr and Asr, and Maghrib and Isha in Al-Madinah without any fear or rain. I said to Ibn Abbas, "Why did he do that?" He said, "He wanted to make it easier for his ummah."

[AI] "The Messenger of Allah ﷺ performed the Dhuhr and Asr prayers together in the city of Madinah, without being on a journey or in fear." I asked Ibn Abbas, "Why did he do that?" He said, "He wanted to not inconvenience anyone from his nation."
«جَمَعَ رَسُولُ اللهِ ﷺ بَيْنَ الظُّهْرِ وَالْعَصْرِ فِي الْمَدِينَةِ فِي غَيْرِ سَفَرٍ وَلَا خَوْفٍ» قُلْتُ لِابْنِ عَبَّاسٍ لِمَ تَرَاهُ فَعَلَ ذَلِكَ؟ قَالَ «أَرَادَ أَنْ لَا يُحْرِجَ أَحَدًا مِنْ أُمَّتِهِ»
[AI] The Prophet ﷺ combined the prayers of Dhuhr and Asr, and combined the prayers of Maghrib and Isha in Madinah, while he was stationary without fear or anything forcing him to do so. They asked, "Why did he do that, O Abu Abbas?" He replied, "He intended not to burden his Ummah."

Ibn 'Abbas reported that the Messenger of Allah ﷺ observed in Medina seven (rak'ahs) and eight (rak'ahs), i. e. (be combined) the noon and afternoon prayers (eight rak'ahs) and the sunset and 'Isha' prayers (seven rak'ahs). (Using translation from Muslim 705f)

Sufyan narrated to us from Abu Zubair, from Sa'id bin Jubair, from Ibn Abbas, who said the same. So I asked Ibn Abbas, "Why did he do that?" He said, "He wanted to lighten the burden on his Ummah." Sufyan added in another narration from Abu Zubair, without fear or travel.

"عَنْ صَالِحٍ مَوْلَى التوأَمَة أَنَّهُ سَمِعَ ابْنَ عَبَّاسٍ يَقُولُ: جَمَعَ رَسُولُ اللهِ ﷺ بَيْنَ الظُّهْرِ وَالْعَصْرِ، وَالْمَغْرِبِ والعِشَاءِ بِالْمَدِينَةِ في غَيْرِ سَفَرٍ وَلا خَوْفٍ، قَالَ: قُلتُ لابْنِ عَبَّاسٍ: لِمَ تَرَاهُ فَعَلَ ذَلِكَ؟ ، قَالَ: أَرَادَ التَّوْسِعَةَ عَلَى أُمَّتِهِ".
