"عَنَ أبِى عونٍ الثَّقَفِىِّ قَالَ: كَانَ عُمَرُ، وعَلِىٌّ إِذَا أَسْلَمَ الرَّجُلُ مِنْ أَهْلِ السَّوادِ تَرَكَاهُ يَقُومُ بِخَراجِه في أَرْضِه".
