"عَنْ عُمَرَ قَالَ: غَلَبَنِى أَهْلُ الْكُوفَةِ! أَسْتَعْمِلُ عَلَيهِمُ المُؤْمِنَ فَيَضْعُفُ، وَأَسْتَعْمِلُ عَلَيْهِمُ الْفَاجِرَ فَيَفْجُرُ".
