"عَلَى الوَالِي خَمسُ خِصَال. جَمعُ الفَئِ منْ حَقهِ، وَوَضْعهُ في حقّه، وأَنْ يَستَعِينَ عَلَى أُمُورِهِم بِخيرِ مَنْ يعلَمُ، ولا يُجَمِّرَهُم فَيُهْلكَهُمْ، ولَا يُؤَخِّرُ أمْرَ يَومٍ لِغَدٍ".
