"السُّلْطَانُ ظِلُّ اللهِ فِي الأَرْضِ، فَإِذَا دَخَلَ أحَدُكُمْ بَلَدًا لَيسَ فِيهَا سُلطَانٌ فلا يُقِيمَنَّ بِهِ".
