asked Aishah ᴿᴬ and said to her, “What do you think of the saying of Allah ﷻ, "Indeed, al-Safa and al-Marwah are among the symbols of Allah, so whoever performs Hajj to the House or performs Umrah, there is no blame upon him to go around between them"? By Allah, there is no blame on anyone if he does not go between al-Safa and al-Marwah.” She said, “What a terrible thing you have said, O son of my sister. If it were as you have interpreted it, it would have been: there is no blame upon him if he does not go around between them. Rather, it was revealed concerning the Ansar.
Before they embraced Islam, they used to enter into talbiyah for Manah, the false deity whom they worshiped near al-Mushallal, and whoever entered into talbiyah for it would feel uneasy about going between al-Safa and al-Marwah. When they embraced Islam, they asked the Messenger of Allah ﷺ about that and said, ‘O Messenger of Allah, we used to feel uneasy about going between al-Safa and al-Marwah.’ So Allah ﷻ revealed: "Indeed, al-Safa and al-Marwah are among the symbols of Allah", the ayah.” Aishah ᴿᴬ said, “The Messenger of Allah ﷺ established the going between them, so no one may leave going between them.”
Then I informed Abu Bakr b. Abd al-Rahman, and he said, “This is knowledge that I had not heard. I have heard men among the people of knowledge mention that the people, except those whom Aishah mentioned, among those who used to enter into talbiyah for Manah, all used to go between al-Safa and al-Marwah. When Allah ﷻ mentioned tawaf around the House and did not mention al-Safa and al-Marwah in the Quran, they said, ‘O Messenger of Allah, we used to go between al-Safa and al-Marwah, and Allah ﷻ has revealed tawaf around the House but has not mentioned al-Safa. Is there any blame upon us if we go between al-Safa and al-Marwah?’ So Allah ﷻ revealed: "Indeed, al-Safa and al-Marwah are among the symbols of Allah", the ayah.” Abu Bakr said, “Thus I understand that this verse was revealed concerning both groups: those who, in the time of Jahiliyyah, used to feel uneasy about going between al-Safa and al-Marwah, and those who used to go between them but then felt uneasy about going between them in Islam because Allah ﷻ commanded tawaf around the House and did not mention al-Safa, until He mentioned that after He had mentioned tawaf around the House.”
While I was a youngster, I asked ʿAisha the wife of the Prophet. "What about the meaning of the Statement of Allah; "Verily! (the mountains) As-Safa and Al Marwa, are among the symbols of Allah. So, it is not harmful if those who perform Hajj or ʿUmra of the House (Kaʿba at Mecca) to perform the going (Tawaf) between them? (2.158) I understand (from that) that there is no harm if somebody does not perform the Tawaf between them." ʿAisha replied, "No, for if it were as you are saying, then the recitation would have been like this: 'It is not harmful not to perform Tawaf between them.' This verse was revealed in connection with the Ansar who used to assume the Ihram for the idol Manat which was put beside a place called Qudaid and those people thought it not right to perform the Tawaf of As- Safa and Al-Marwa. When Islam came, they asked Messenger of Allah ﷺ about that, and Allah revealed:-- "Verily! (the mountains) As-Safa and Al-Marwa Are among the symbols of Allah. So, it is not harmful of those who perform Hajj or ʿUmra of the House (Kaʿba at Mecca) to perform the going (Tawaf) between them." (2.158) Sufyan and Abu Muawiya added from Hisham (from ʿAisha): "The Hajj or ʿUmra of the person who does not perform the going (Tawaf) between As-Safa and Al-Marwa is incomplete in Allah's sight.
I said to Aishah, the wife of the Prophet, and I was at that time a young boy, "How do you interpret the Statement of Allah: "Verily, Safa and Marwa (i.e. two mountains at Mecca) are among the Symbols of Allah." So it is not harmful of those who perform the Hajj to the House of Allah) or perform the Umra, to ambulate (Tawaf) between them. In my opinion it is not sinful for one not to ambulate (Tawaf) between them." ʿAisha said, "Your interpretation is wrong for as you say, the Verse should have been: "So it is not harmful of those who perform the Hajj or Umra to the House, not to ambulate (Tawaf) between them.' This Verse was revealed in connection with the Ansar who (during the Pre-Islamic Period) used to visit Manat (i.e. an idol) after assuming their Ihram, and it was situated near Qudaid (i.e. a place at Mecca), and they used to regard it sinful to ambulate between Safa and Marwa after embracing Islam. When Islam came, they asked Messenger of Allah ﷺ about it, whereupon Allah revealed:-- "Verily, Safa and Marwa (i.e. two mountains at Mecca) are among the Symbols of Allah. So it is not harmful of those who perform the Hajj of the House (of Allah) or perform the Umra, to ambulate (Tawaf) between them." (2.158)

Aishah explains going between Safa and Marwah
I said to her, “I think that if a man did not go between al-Safa and al-Marwah, it would not harm him.” She said, “Why?” I said, “Because Allah ﷻ says: "Indeed, al-Safa and al-Marwah are among the symbols of Allah," to the end of the ayah.” She said, “Allah has not completed the Hajj or Umrah of any person who did not go between al-Safa and al-Marwah. If it were as you say, it would have been: ‘There is no blame upon him if he does not go around between them.’ Do you know concerning what that was? It was only that the Ansar, in the time of Jahiliyyah, used to raise the talbiyah for two idols on the shore of the sea called Isaf and Nailah. Then they would come and go between al-Safa and al-Marwah, then shave their heads. When Islam came, they disliked going between them because of what they used to do in Jahiliyyah.” She said, “So Allah ﷻ revealed: "Indeed, al-Safa and al-Marwah are among the symbols of Allah," to the end of it.” She said, “So they went between them.”
I said to 'A'isha: I do not see any harm to me if I do not circumambulate betweez al-Safa' and al-Marwa. She said: On what ground do you say so? (I said: ) Since Allah, the Exalted and Majestic, says:" Verily al-Safa' and al-Marwa are among the Signs of Allah." It (your assertion) were (correct), it would have been said like this:" There is no harm for him, that he should not circumambulate between them." It (this verse) has been revealed about the people of Ansar. Whenever they pronounced the Talbiya, they pronounced it in the name of al-Manat during the Days of Ignorance; so they (thought) that it was not permissible for them (for the Muslims) to circumambulate between and al-Marwa. When they (the Muslims) came with Allah's Apostle (may peace he upon him) for Hajj, they mentioned it to him. So Allah, the Exalted and Majestic, revealed this verse. By my life, Allah will not complete the Hajj of one who has not circumambulated between al-Safa and al-Marwa.
I said to 'A'isha, the wife of Allah's Apostle ﷺ: I do not see any (fault) in one who does not circumambl" te between al-Safa' and al-Marwa, and I do not mind if I do not circumambulate between them, whereupon she said: O, the son of my sister, what you say is wrong. Messenger of Allah ﷺ observed Sa'i and so did the Muslims. So it is a Sunnah (of the Prophet). And it was a common practice (with the pagan Arabs) that those who pronounced Talbiya for the wretched al-Manat, situated at Mushalla, did not observe Sa'i between al-Safa' and al-Marwa. With the advent of Islam, we asked Allah's Apostle ﷺ about this practice, and (it was on this occasion) that Allah, the Exalted and Majestic, revealed this verse:" Verily al-Safa' and al-Marwa are among the Signs of Allah" ; so he who performed Hajj or 'Umra it is no sin on him if he circumambulates them. And if it were as you state, (then the wording would have been):" There is no harm for him, that he should not circumambulate round them." Zuhri said: I made a mention of that to Abu Bakr b. 'Abd al- Rahman b. al-Harith b. Hisham; he was impressed by that and said: This is what is called knowledge. And I have heard many a scholar saying: Many of the Arabs who did not circumambulate between al-Safa' and al-Marwa caid: Our circumambulation between these two hills is an act of ignorance; whereas others among the Ansar said: We have been commanded to circumambulate the House, and not Commanded to run between al-Safa' and al-Marwa. So Allah, the Exalted and Majestic, revealed thia verse:" Verily al-Safa' and al-Marwa are among the Signs of Allah." Abu Bakr b. 'Abd al-Rahman said: I think that this (verse) has been revealed for such and such (persons).
I asked 'A'isha (Allah be pleased with her) ; the rest of the hadith is the same. And in this hadith (these words are also found):" When they (the Companions of the Holy Prophet) asked Messenger of Allah ﷺ about this, they said: Messenger of Allah, we felt reluctant to circumambulate between al-Safa' and al-Marwa. Then Allah, the Exalted and Majestic, revealed this verse:" Verily al-Safa' and al-Marwa are among the Signs of. Allah so he who perform Hajj or Umra it is no sin on him if he should circumambulate between them. 'A'isha (Allah be pleased with her) said: Messenger of Allah ﷺ laid down this Sa'i between them as Sunnah (of the Holy Prophet). So it is not advisable for anyone to abandon this Sa'i between them.
‘Urwa bin Al Zubair said I said to A’ishah, wife of the Prophet ﷺ while I was a boy. What do you think about the pronouncement of Allaah, the Exalted “Lo! (The Mountains) Al Safa’ and Al Marwah are among the indications of Allaah. “I think there is no harm for anyone if he does not run between them. A’ishah(may Allah be pleased with her) said Nay, had it been so as you said, it would have been thus. It is no sin on him not to go around them. This verse was revealed about the Ansaar, they used to perform hajj for Manat. Manat was erected in front of Qudaid. Hence they used to avoid going around Al Safa and Al Marwah. When Islam came, they asked the Apostle of Allaah ﷺ about it. Allaah, the Exalted therefore revealed the verse “Lo! (The Mountains) Al Safa’ and Al Marwah are among the indications of Allaah.

that 'Urqah said: "I said to 'Aishah: 'I do not see anything wrong if someone does not go between As-Safa and Al-Marwah, nor any harm if I do not go between them.' She said: 'How horrible is what you have said O my nephew! The Messenger of Allah ﷺ would go between them, and the Muslims go between them. It was only that the people who assumed Ihram in the name of the false deity Mannah, which was in Al-Mushallal, would not go between As-Safa and Al-Marwah. So, Allah Blessed and Most High revealed: So it is not a sin for those who perform Hajj or go 'Umrah to the House to go between them (2:158). And if it were as you say, then it would be: "Then there is no harm on him if he does not go between them." Az-Zuhri said: "I mentioned that to Abu Bakr bin 'Abdur-Rahman bin Al-Harith bin Hisham. He was surprised at that and he said: 'Indeed this is knowledge. I had heard some men among the people of knowledge saying that those Arabs who would not go between As-Safa and Al-Marwah said, that going between these two rocks is a matter from Jahiliyyah. And others among the Ansar said: "We have only been ordered with going around the House, we were not ordered to do so with As-Safa and Al-Marwah." So Allah Most High revealed: Indeed As-Safa and Al-Marwah are of the symbols of Allah...' (2.158) Abu Bakr bin 'Abdur-Rahman said: 'So I thought that it was revealed about these people, and those people.'"

[AI] Regarding Aisha's saying, "Indeed, Safa and Marwa are among the symbols of Allah," she said, "There were men from the Ansar who used to perform religious devotions for Manat during the time of Jahiliyyah, and Manat was a pagan idol between Mecca and Medina. They said, 'O Messenger of Allah, we used to circumambulate between Safa and Marwa out of reverence for Manat. Is it permissible for us to continue doing so?' So Allah revealed, 'Indeed, Safa and Marwa are among the symbols of Allah. So whoever performs Hajj or Umrah to the House, there is no blame upon him for walking between them.'" (Quran 2:158)

Yahya related to me from Malik from Hisham ibn Urwa that his father said, "Once when I was young I said to A'isha, umm al-muminin, 'Have you seen the saying of Allah, the Blessed and Exalted, "Safa and Marwa are among the waymarks of Allah, so whoever does hajj or umra to the House, there is no harm in his going between them," so it follows that there should be no harm for some one who does not go between them.' A'isha said, 'No. If it were as you say, there would be no harm in his not going between them. This ayat was only revealed about the Ansar. They used to make pilgrimage to Manat, and Manat was an idol near Qudayd, and they used to avoid going between Safa and Marwa, and when Islam came they asked the Messenger of Allah ﷺ about this and Allah, the Blessed and Exalted, revealed, "Safa and Marwa are among the waymarks of Allah, so whoever does hajj or umra to the House, there is no harm in his going between them. I said to ʿAisha, the wife of the Prophet, and I was at that time a young boy, "How do you interpret the Statement of Allah: "Verily, Safa and Marwa (i.e. two mountains at Mecca) are among the Symbols of Allah." So it is not harmful of those who perform the Hajj to the House of Allah) or perform the Umra, to ambulate (Tawaf) between them. So it is not harmful of those who perform the Hajj of the House (of Allah) or perform the Umra, to ambulate (Tawaf) between them." (2.158) (Using translation from Bukhārī 4495)

[AI] "Urwah bin Zubair asked Aisha, the wife of the Prophetﷺ and I said to her, "What do you think about the saying of Allah, 'Indeed Safa and Marwa are among the symbols of Allah?' until the end of the verse." So I said to Aisha, "By Allah, no one is exempt from going between Safa and Marwa." So Aisha said, "You have said something bad, O nephew of mine. Verily, this verse, if it was revealed on the matter that I had knowledge of, would have no objection for one to not perform Tawaf between Safa and Marwa. However, it was revealed concerning the Ansar before they embraced Islam. They used to perform Tawaf around Manat, the idol that they used to worship near Mash'al. And whoever had the privilege to do so would hesitate to perform Tawaf between Safa and Marwa. So when they became Muslims, they asked the Messenger of Allahﷺ about this, saying, 'O Messenger of Allah, we used to hesitate to perform Tawaf between Safa and Marwa.' So Allah revealed, 'Indeed Safa and Marwa are among the symbols of Allah. So whoever makes Hajj to the House or performs Umrah, there is no blame upon him for walking between them.' Aisha said, 'Then the Messenger of Allah taught Tawaf by going between them, so no one should abandon performing Tawaf between them.' Az-Zuhri said, 'I informed Abu Bakr ibn Abdur-Rahman ibn Al-Harith ibn Hisham about what Urwah narrated from Aisha, and Abu Bakr said, 'Indeed, this is knowledge that I haven't heard. I have heard learned men claim that no one ever abandoned doing Tawaf between Safa and Marwa, all of them used to do Tawaf between them. So when Allah mentioned Tawaf around the House in the Qur'an, without mentioning Tawaf between Safa and Marwa, Allah then revealed, 'Indeed Safa and Marwa are among the symbols of Allah. So whoever makes Hajj to the House or performs Umrah, there is no blame upon him for walking between them.' Abu Bakr said, 'I hear that this was revealed concerning the two groups, both of them, for those who used to hesitate to do Tawaf between Safa and Marwa in the days of Jahiliyyah, then they hesitated to do Tawaf between them in Islam because Allah commanded us to perform Tawaf around the House, without mentioning them, later revealed mentioning Tawaf around the House.'"

So it is not harmful of those who perform the Hajj of the House (of Allah) or perform the Umra, to ambulate (Tawaf) between them." (2.158) (Using translation from Bukhārī 4495)

(Using translation from Abū Dāʾūd 1901)
[AI] And why? I said, "Indeed, Allah says: 'Indeed, Safa and Marwa are among the symbols of Allah. So whoever makes Hajj to the House or performs 'umrah - there is no blame upon him for walking between them.' " [Al-Baqarah 158] She said, "O nephew of mine, if it were as you say, then there would be no blame upon him for not walking between them. Allah perfected the Hajj of a man and his 'umrah when he does not walk between Safa and Marwa. Do you know the reason for that? The Ansar used to circumambulate around an idol on the shore of the sea during the time of Jahiliyyah (pre-Islamic era), then they would come and perform the Sa'i between Safa and Marwa, and then shave their heads. When Islam came, they disliked to perform the Sa'i between them, because of what they used to do between them during the time of Jahiliyyah. So Allah revealed: 'Indeed, Safa and Marwa are among the symbols of Allah. So whoever makes Hajj to the House or performs 'umrah - there is no blame upon him for walking between them. And whoever does good voluntarily - then indeed, Allah is appreciative and Knowing.' " [Al-Baqarah 158] So the people returned and performed the Sa'i.
[AI] The saying of Allah, "Indeed, Safa and Marwa are among the symbols of Allah. So whoever makes Hajj to the House or performs 'umrah - there is no blame upon him for walking between them." [Surah Al-Baqarah 2:158]. So I said to 'Aisha, "By Allah, no one is obliged not to walk between Safa and Marwa." 'Aisha said, "What a bad thing you have said, O nephew of my sister! If this verse was as you said it was, indeed it would be no blame on anyone that they do not walk between them. However, it was actually revealed about how the Ansar (people of Medina) used to perform tawaf around the idol Manat that they used to worship at Masahal. It was considered undesirable for anyone to perform tawaf between Safa and Marwa. When they asked the Messenger of Allah ﷺ about it, Allah revealed this verse: "Indeed, Safa and Marwa are among the symbols of Allah." [Surah Al-Baqarah 2:158]. 'Aisha (may Allah be pleased with her) said, "And indeed the Messenger of Allah ﷺ performed tawaf between them.” So there is no blame upon anyone to leave tawaf around Safa and Marwa. 9360 Abu 'Abdullah Al-Hafiz informed us Abu 'Amr bin Abi Ja'far informed us Abdullah bin Muhammad informed us Muhammad bin Rafi' informed us Hujayn bin Al-Muthanna informed us Laith from 'Uqail from Ibn Shihab who mentioned the hadith in the same manner, and he added, "So I informed Abu Bakr bin 'Abdur-Rahman bin Al-Harith bin Hisham about what 'Urwah narrated to me from 'Aisha." Abu Bakr bin 'Abdur-Rahman said, "This knowledge and this order was not something I heard of. I have certainly heard men of knowledge saying that except for those who 'Aisha mentioned, those who used to perform tawaf around Safa and Marwa out of reverence for Masahal. Allah mentioned tawaf around the House, but He did not mention tawaf around Safa and Marwa. So O Messenger of Allah, do we need permission from you to perform tawaf around Safa and Marwa?" Then Allah revealed the Ayah: "Indeed, Safa and Marwa are among the symbols of Allah. So whoever makes Hajj to the House or performs 'umrah - there is no blame upon him for walking between them." [Surah Al-Baqarah 2:158]. Abu Bakr said, "Now I understand that this Ayah was revealed about both groups: those who were considered to be doing something undesirable during the time of Jahiliyyah by performing tawaf around Safa and Marwa, and those who used to perform tawaf around Safa and Marwa along with tawaf around the House, when it was mentioned."
