[Machine] They did not have any covenant, so when they were satisfied with the tribute, they made a covenant with them.  

البيهقي:١٨٣٦٧قَالَ وَحَدَّثَنَا الصَّلْتُ بْنُ عَبْدِ الرَّحْمَنِ الزُّبَيْدِيُّ عَنْ مُحَمَّدِ بْنِ قَيْسٍ الْأَسَدِيِّ عَنِ الشَّعْبِيِّ أَنَّهُ سُئِلَ فِي زَمَنِ عُمَرَ بْنِ عَبْدِ الْعَزِيزِ عَنْ أَهْلِ السَّوَادِ أَلَهُمْ عَهْدٌ؟ قَالَ

لَمْ يَكُنْ لَهُمْ عَهْدٌ فَلَمَّا رُضِيَ مِنْهُمْ بِالْخَرَاجِ صَارَ لَهُمُ الْعَهْدُ
