quran:90:1In the name of Allah, the Entirely Merciful, the Especially Merciful.

I swear by this city, Makkah -  

I swear (lā is extra) by this land, of Mecca,
القرآن:٩٠:١بِسْمِ اللَّهِ الرَّحْمَٰنِ الرَّحِيمِ

لَا أُقْسِمُ بِهَٰذَا الْبَلَدِ  

{لا} زائدة {أقسم بهذا البلد} مكة.

So I swear by the twilight glow  

So I swear (fa-lā: lā is extra) by the twilight (al-shafaq), the reddishness visible in the horizon after the sunset,
