"السَّمْعُ والطاعَةُ حَقٌّ على المرءِ الْمُسْلمِ فيما أَحبَّ أَوْ كَرِهَ، ما لَمْ يُؤمَرْ بمعصية، فإذا أُمر بمعصية فلا سَمْعَ عليه ولا طَاعَةَ".

It is obligatory upon a Muslim that he should listen (to the ruler appointed over him) and obey him whether he likes it or not, except that he is ordered to do a sinful thing. If he is ordered to do a sinful act, a Muslim should neither listen to him nor should he obey his orders.
عَنِ النَّبِيِّ ﷺ أَنَّهُ قَالَ عَلَى الْمَرْءِ الْمُسْلِمِ السَّمْعُ وَالطَّاعَةُ فِيمَا أَحَبَّ وَكَرِهَ إِلاَّ أَنْ يُؤْمَرَ بِمَعْصِيَةٍ فَإِنْ أُمِرَ بِمَعْصِيَةٍ فَلاَ سَمْعَ وَلاَ طَاعَةَ
"The Messenger of Allah said: 'The Muslim must hear and obey whether he likes it or not, unless he is commanded to commit an act of disobedience. If he is commanded to commit an act of disobedience, then he is not required to hear and obey."'
قَالَ رَسُولُ اللَّهِ ﷺ عَلَى الْمَرْءِ الْمُسْلِمِ السَّمْعُ وَالطَّاعَةُ فِيمَا أَحَبَّ وَكَرِهَ إِلاَّ أَنْ يُؤْمَرَ بِمَعْصِيَةٍ فَإِذَا أُمِرَ بِمَعْصِيَةٍ فَلاَ سَمْعَ وَلاَ طَاعَةَ
‘Abd Allaah bin Masud reported the Apostle of Allaah ﷺ as saying “Listening and Obedience are binding on a Muslim whether he likes or dislikes, so long as he is not commanded for disobedience (to Allaah). If he is commanded to disobedience (to Allaah), no listening and disobedience are binding (on him).

[Machine] On the authority of the Prophet ﷺ , he said, "Listening and obeying is upon the Muslim concerning what they love and hate as long as they are not commanded to disobey. But if they are commanded to disobey, then there is no listening or obeying."
