A menstruating woman was allowed to leave Mecca if she had done Tawaf-al-Ifada. Tawus (a subnarrator) said from his father, "I heard Ibn ʿUmar saying that she would not depart. Then later I heard him saying that the Prophet ﷺ had allowed them (menstruating women) to depart."  

البخاري:١٧٦٠حَدَّثَنَا مُسْلِمٌ حَدَّثَنَا وُهَيْبٌ حَدَّثَنَا ابْنُ طَاوُسٍ عَنْ أَبِيهِ عَنِ ابْنِ عَبَّاسٍ ؓ قَالَ رُخِّصَ لِلْحَائِضِ أَنْ تَنْفِرَ إِذَا أَفَاضَتْ قَالَ

وَسَمِعْتُ ابْنَ عُمَرَ يَقُولُ إِنَّهَا لاَ تَنْفِرُ ثُمَّ سَمِعْتُهُ يَقُولُ بَعْدُ إِنَّ النَّبِيَّ ﷺ رَخَّصَ لَهُنَّ

A woman is allowed to leave (go back home) if she gets menses (after Tawaf-Al-Ifada). Ibn ʿUmar formerly used to say that she should not leave but later on I heard him saying, "She may leave, since Messenger of Allah ﷺ gave them the permission to leave (after Tawaf-Al-Ifada)."

أَنْ تَنْفِرَ إِذَا حَاضَتْ وَكَانَ ابْنُ عُمَرَ يَقُولُ فِي أَوَّلِ أَمْرِهِ إِنَّهَا لاَ تَنْفِرُ ثُمَّ سَمِعْتُهُ يَقُولُ تَنْفِرُ إِنَّ رَسُولَ اللَّهِ ﷺ رَخَّصَ لَهُنَّ

[Machine] "It (referring to a female) does not get tired, then I heard him say it gets tired because the Prophet ﷺ made an exception for them."
