I heard 'Uthman b. 'Affan say that Messenger of Allah ﷺ had stated: A Muhrim must neither marry himself, nor arrange the marriage of another one, nor should he make the proposal of marriage.
عَنْ نُبَيْهِ بْنِ وَهْبٍ أَنَّفَقَالَ أَبَانٌ سَمِعْتُ عُثْمَانَ بْنَ عَفَّانَ يَقُولُ قَالَ رَسُولُ اللَّهِ ﷺ لاَ يَنْكِحُ الْمُحْرِمُ وَلاَ يُنْكَحُ وَلاَ يَخْطُبُ
Nubaih bin Wahb brother of Banu Abd Al Dar said ‘Umar bin Ubaid Allah sent someone to Aban bin Uthman bin Affan asking him (to participate in the marriage ceremony). Aban in those days was the chief of the pilgrims and both were in the sacred state (wearing ihram). I want to give the daughter of Shaibah bin Jubair to Talhah bin Umar in marriage. I wish that you may attend it. Aban refused and said I heard my father ‘Uthman bin Affan narrating a tradition from the Apostle of Allaah ﷺ as saying A pilgrim may not marry and give someone in marriage in the sacred state(while wearing ihram).
قَالَ رَسُولُ اللَّهِ ﷺ لاَ يَنْكِحُ الْمُحْرِمُ وَلاَ يُنْكَحُ
"The Messenger of Allah said: 'The Muhrim should not get married, or arrange a marriage for someone else, or propose marriage.'"

Yahya related to me from Malik, from Nafi, from Nubayh ibn Wahb, who was from the tribe of Bani Abd ad-Dar, that Umar ibn Ubaydullah sent a message to Aban ibn Uthman (who was amir of the hajj at the time), while both of them were in ihram, saying, "I want to marry Bint Shayba ibn Jubayr to Talha ibn Umar and I want you to be present." Aban told him that he should not do that and said, "I heard Uthman ibn Affan say that the Messenger of Allah ﷺ said, 'A man in ihram should not marry, or give in marriage, or get betrothed.' "

[AI] "Indeed, what is prohibited of what is permissible is like what is permissible of what is prohibited."

أَنَّهُ قَالَ «لَا يَنْكِحُ الْمُحْرِمُ وَلَا يُنْكَحُ وَلَا يَخْطُبُ»
[AI] The Messenger of Allah ﷺ said: "The one who is in a state of prohibition should not get married, nor should he marry or engage in the act of seeking someone's hand in marriage."
قَالَ رَسُولُ اللهِ ﷺ لَا يَنْكِحِ الْمُحْرِمُ وَلَا يُنْكِحْ وَلَا يَخْطُبْ

قَالَ عَلِيُّ بْنُ أَبِي طَالِبٍ ؓ لَا يُحَرِّمُ الْحَرَامُ الْحَلَالَ

النَّبِيِّ ﷺ قَالَ لَا يُحَرِّمُ الْحَرَامُ الْحَلَالَ
[AI] The prohibited person cannot marry, nor can they be married or engaged to themselves or any other person.
لَا يَنْكِحُ الْمُحْرِمُ وَلَا يُنْكَحُ وَلَا يَخْطُبُ عَلَى نَفْسِهِ وَلَا عَلَى غَيْرِهِ
"إِنَّ مُحَرِّمَ الْحَلَالِ كَمُحِلِّ الحرام".
"المُحْرِمُ لا يَنكحُ ولا ينكحُ ولا يَخْطُبُ" .
"لَا يُحَرِّمُ الْحَرَامُ الْحَلَال".
"لَا يَنْكِحُ الْمُحْرِمُ وَلَا يُنْكَحُ، وَلَا يَخْطُبُ".
"عَنِ ابْنِ شِهَابٍ: أَنَّهُ سُئِلَ عَنْ رَجُلٍ وَطِئَ أُمَّ امْرَأَتِهِ فَقَالَ: قَالَ عَلِىُّ بْنُ أَبِى طَالِبٍ: لَا يُحَرِّمُ الْحَرَامُ الْحَلَالَ".
"عَنِ ابن مَسْعُودٍ قَالَ: مُحَرِّمُ الْحَلَالِ كَمُسْتَحِلِّ الْحَرَام".
