There is no blame on a person for staying back from attending congregational prayers during inclement weather
ذِكْرُ الْبَيَانِ بِأَنَّ الْمَطَرَ وَالْبَرَدَ لَا حَرَجَ عَلَى الْمَرْءِ فِي التَّخَلُّفِ، عَنْ إِتْيَانِ الْجَمَاعَاتِ عِنْدَ انْفِرَادِ كُلِّ وَاحِدٍ مِنْهُمَا وَإِنْ لَمْ يَجْتَمِعَا
that he called the adhān at Ḍajnān on a cold night and said to his companions: Pray in your dwellings, for the Messenger of Allah ﷺ used to instruct the mu’adhdhin to give the adhān on a rainy or cold night, and he would instruct his companions: "Pray in your dwellings."
أَنَّهُ أَذَّنَ بِضَجْنَانَ فِي لَيْلَةٍ بَارِدَةٍ، وَقَالَ لِأَصْحَابِهِ: صَلُّوا فِي رِحَالِكُمْ، فَإِنَّ رَسُولَ اللَّهِ ﷺ كَانَ يَأْمُرُ الْمُؤَذِّنَ أَنْ يُؤَذِّنَ فِي اللَّيْلَةِ الْمَطِيرَةِ أَوِ الْبَارِدَةِ، وَيَأْمُرُ أَصْحَابَهُ أَنْ: «صَلُّوا فِي رِحَالِكُمْ».
