The Messenger of Allah [SAW] said: "Whoever unsheathes his sword and starts to strike the people with it, it is permissible to shed his blood." (Using translation from Nasāʾī 4097)   

الحاكم:٢٦٧٠حَدَّثَنَا مُحَمَّدُ بْنُ صَالِحِ بْنِ هَانِئٍ ثنا السَّرِيُّ بْنُ خُزَيْمَةَ ثنا مُوسَى بْنُ إِسْمَاعِيلَ ثنا وهَيْبٌ عَنْ مَعْمَرِ بْنِ رَاشِدٍ عَنْ عَبْدِ اللَّهِ بْنِ طَاوُسٍ عَنْ أَبِيهِ عَنِ ابْنِ الزُّبَيْرِ قَالَ

قَالَ رَسُولُ اللَّهِ ﷺ «مَنْ شَهَرَ سَيْفَهُ ثُمَّ وَضَعَهُ فَدَمُهُ هَدَرٌ»  

هَذَا حَدِيثٌ صَحِيحٌ عَلَى شَرْطِ الشَّيْخَيْنِ وَلَمْ يُخَرِّجَاهُ على شرط البخاري ومسلم

[Machine] The Messenger of Allah ﷺ said, "Whoever unsheathes his sword and then puts it back without using it, the blood it shed will be wasted." He means that by not using it, it is as if he struck with it.
