[Machine] The Messenger of Allah ﷺ saw a lice falling on his face, so he asked, "Does your lice bother you?" He (the person) replied, "Yes." So the Prophet ordered him to shave (his head), while they were still in Hudaybiyah and he did not inform them that they would perform Umrah with it (the shaved hair), and they still had hopes to enter Makkah. Then Allah revealed the verse, "Fidya (ransom) is either fasting or charity" (Quran 2:196), a difference between feeding six poor persons or sacrificing a sheep, and the sacrifices are to be done at Makkah.

أَنَّ رَسُولَ اللهِ ﷺ رَأَى قَمْلَةً سَقَطَتْ عَلَى وَجْهِهِ فَقَالَ أَيُؤْذِيكَ هَوَامُّكَ؟ قَالَ نَعَمْ فَأَمَرَهُ أَنْ يَحْلِقَ وَهُوَ بِالْحُدَيْبِيَةِ وَلَمْ يُبَيِّنْ لَهُمْ أَنَّهُمْ يَحِلُّونَ بِهَا وَهُمْ عَلَى طَمَعٍ أَنْ يَدْخُلُوا مَكَّةَ فَأَنْزَلَ اللهُ {فِدْيَةٌ مِنْ صِيَامٍ أَوْ صَدَقَةٍ} فَرَقٌ بَيْنَ سِتَّةِ مَسَاكِينَ أَوْ نُسُكُ شَاةٍ وَالنُّسُكُ بِمَكَّةَ

(Reporting the speech of Kaʿb bin Umra) Messenger of Allah ﷺ saw him (i.e. Kaʿb) while the lice were falling on his face. He asked (him), "Have your lice troubled you?" He replied in the affirmative. So, he ordered him to get his head shaved while he was at Al-Hudaibiya. At that time they were not permitted to finish their Ihram, and were still hoping to enter Mecca. So, Allah revealed the verses of Al-Fidya. Messenger of Allah ﷺ ordered him to feed six poor persons with one Faraq of food or to slaughter one sheep (as a sacrifice) or to fast for three days.

[Machine] The Prophet Muhammad ﷺ saw me and noticed lice falling from my face. He asked, "Do your lice bother you?" I replied, "Yes." He then commanded me to shave my head. We were in Hudaybiyyah at the time, and he did not inform them that they were performing the Umrah (lesser pilgrimage). They had expected to enter Mecca. Allah then revealed the Fidyah (compensation) for them, and the Prophet Muhammad ﷺ commanded me to either feed a group of six needy people, or fast for three days, or sacrifice a sheep.

So he commanded him to perform ihram while they were in Hudaybiyyah, and it was not known that they could perform ihram there, and they were hoping to enter Makkah. So Allah revealed the fidyah, and the Messenger of Allah commanded him to feed a group of six poor people or sacrifice a sheep or fast for three days.

He then commanded me to shave my head, while they were in Hudaybiyah and it was not apparent to them that they were going to enter Mecca. Allah (swt) revealed the expiation and the Prophet Mohammed ﷺ commanded me to either feed six poor individuals, or fast for three days, or sacrifice a sheep.
