"The Messenger of Allah performed Tamattu, as did Abu Bakr, Umar and Uthman. And the first to prohibit it was Mu'awiyah." (Using translation from Tirmidhī 822)   

أحمد:٢٨٦٣حَدَّثَنَا عَبْدُ الرَّزَّاقِ أَخْبَرَنَا سُفْيَانُ عَنْ لَيْثٍ عَنْ طَاوُسٍ عَنِ ابْنِ عَبَّاسٍ قَالَ

تَمَتَّعَ رَسُولُ اللهِ ﷺ حَتَّى مَاتَ وَأَبُو بَكْرٍ حَتَّى مَاتَ وَعُمَرُ وَعُثْمَانُ كَذَلِكَ وَأَوَّلُ مَنْ نَهَى عَنْهَا مُعَاوِيَةُ

[Machine] The Messenger of Allah ﷺ enjoyed it until he died, and Abu Bakr enjoyed it until he died, and Umar enjoyed it until he died, and Uthman enjoyed it until he died. The first person whom Muawiyah forbade from speaking about it was Ma'awiya. Ibn Abbas said, "I was surprised by him, for he had told me that he had shortened it for the Messenger of Allah ﷺ with scissors."
