"العِبَادُ عِبَادُ الله والبِلادُ بِلادُ الله، فَمَنْ أَحْيَا مِنْ مَوَاتِ الأَرضِ شيئًا فَهُوَ لَهُ، ولَيسَ لِعرْق ظالمٍ حَقٌّ".  

[ط] الطيالسي والعسكرى في الأمثال، [ق] البيهقى في السنن عن عائشة

قَالَ رَسُولُ اللهِ ﷺ الْعِبَادُ عِبَادُ اللهِ وَالْبِلَادُ بِلَادُ اللهِ فَمَنْ أَحْيَا مِنْ مَوَاتِ الْأَرْضِ شَيْئًا فَهُوَ لَهُ وَلَيْسَ لِعِرْقٍ ظَالِمٍ حَقٌّ  

ahmad-zuhd:1679 – ʿAbdullāh > Shaybān b. Abū Shaybah > Muḥammad b. Rāshid > Sulaymān b. Mūsá > Balaghah

[Machine] The Messenger of Allah ﷺ said, "The land belongs to Allah and the people are the servants of Allah. Whoever brings life to a dead land, it belongs to him." So, he responded to the Bedouins.  

الزهد لأحمد:١٦٧٩ – حَدَّثَنَا عَبْدُ اللَّهِ حَدَّثَنَا شَيْبَانُ بْنُ أَبِي شَيْبَةَ حَدَّثَنَا مُحَمَّدُ بْنُ رَاشِدٍ عَنْ سُلَيْمَانَ بْنِ مُوسَى أَنَّهُ بَلَغَهُ أَنَّ قَوْمًا مِنَ الْأَعْرَابِ خَاصَمُوا إِلَى عُمَرَ بْنِ عَبْدِ الْعَزِيزِ قَوْمًا مِنْ بَنِي مَرْوَانَ فِي أَرْضٍ كَانَتْ لِلْأَعْرَابِ أَحْيَوُهَا فَأَخَذَهَا الْوَلِيدُ بْنُ عَبْدِ الْمَلِكِ فَأَعْطَاهَا بَعْضَ أَهْلِهِ فَقَالَ عُمَرُ بْنُ عَبْدِ الْعَزِيزِ

قَالَ رَسُولُ اللَّهِ ﷺ «الْبِلَادُ بِلَادُ اللَّهِ وَالْعِبَادُ عِبَادُ اللَّهِ مَنْ أَحْيَا أَرْضًا مَيِّتَةً فَهِيَ لَهُ» فَرَدَّهَا عَلَى الْأَعْرَابِ
