quran:15:74 –

And We made the highest part ˹of the city˺ its lowest and rained upon them stones of hard clay.  

And We made their, that is, their cities’, topmost part their nethermost, by Gabriel’s raising them ˹the cities˺ to the heaven and dropping them face down onto the earth, and We rained on them stones of baked clay, clay baked in fire.
القرآن:١٥:٧٤ –

فَجَعَلْنَا عَالِيَهَا سَافِلَهَا وَأَمْطَرْنَا عَلَيْهِمْ حِجَارَةً مِنْ سِجِّيلٍ  

{فجعلنا عاليها} أي قراهم {سافلها} بأن رفعها جبريل إلى السماء وأسقطها مقلوبة إلى الأرض {وأمطرنا عليهم حجارة من سجيل} طين طبخ بالنار.

So when Our command, for their destruction, came to pass We made their uppermost, that is, their cities, the nethermost — when Gabriel raised them to the sky and dropped them upside down to the earth, and We rained upon them stones of baked clay, clay baked in fire, one after another,
