It is a day when the people in the pre-Islamic days need to observe fast, so he who wishes to observe fast should do so, and he who wishes to abandon it should do so.  

مسلم:١١٢٦fوَحَدَّثَنَا أَحْمَدُ بْنُ عُثْمَانَ النَّوْفَلِيُّ حَدَّثَنَا أَبُو عَاصِمٍ حَدَّثَنَا عُمَرُ بْنُ مُحَمَّدِ بْنِ زَيْدٍ الْعَسْقَلاَنِيُّ حَدَّثَنَا سَالِمُ بْنُ عَبْدِ اللَّهِ حَدَّثَنِي عَبْدُ اللَّهِ بْنُ عُمَرَ ؓ قَالَ

ذُكِرَ عِنْدَ رَسُولِ اللَّهِ ﷺ يَوْمُ عَاشُورَاءَ فَقَالَ ذَاكَ يَوْمٌ كَانَ يَصُومُهُ أَهْلُ الْجَاهِلِيَّةِ فَمَنْ شَاءَ صَامَهُ وَمَنْ شَاءَ تَرَكَهُ

“That was a day when the people of the Ignorance used to fast. So whoever among you wants to fast may do so, and whoever does not want to may leave it.”

[Machine] The Messenger of Allah ﷺ mentioned the Day of Ashura and said, "The people of pre-Islamic ignorance used to observe fasting on this day, so whoever wishes may fast and whoever wishes may break his fast."  

الطبراني:١٣١٨٣حَدَّثَنَا إِسْحَاقُ بْنُ دَاوُدَ الصَّوَّافُ التُّسْتَرِيُّ ثنا أَبُو الْأَشْعَثِ ثنا أَبُو عَاصِمٍ ثنا عُمَرُ بْنُ مُحَمَّدٍ عَنْ سَالِمٍ عَنِ ابْنِ عُمَرَ قَالَ

ذَكَرَ رَسُولُ اللهِ ﷺ عَاشُورَاءَ فَقَالَ «كَانَ صَوْمَ أَهْلِ الْجَاهِلِيَّةِ فَمَنْ شَاءَ صَامَ وَمَنْ شَاءَ أَفْطَرَ»
