The Prophet ﷺ said, "Medina is a sanctuary from that place to that. Its trees should not be cut and no heresy should be innovated nor any sin should be committed in it, and whoever innovates in it an heresy or commits sins (bad deeds), then he will incur the curse of Allah, the angels, and all the people." We have nothing except the Book of Allah and this written paper from the Prophet (wherein is written:) Medina is a sanctuary from the 'Air Mountain to such and such a place, and whoever innovates in it an heresy or commits a sin, or gives shelter to such an innovator in it will incur the curse of Allah, the angels, and all the people, none of his compulsory or optional good deeds of worship will be accepted. And the asylum (of protection) granted by any Muslim is to be secured (respected) by all the other Muslims; and whoever betrays a Muslim in this respect incurs the curse of Allah, the angels, and all the people, and none of his compulsory or optional good deeds of worship will be accepted, and whoever (freed slave) befriends (take as masters) other than his manumitters without their permission incurs the curse of Allah, the angels, and all the people, and none of his compulsory or optional good deeds of worship will be accepted.

ʿAli delivered a sermon saying, "We have no book to read except the Book of Allah and what is written in this paper which contains verdicts regarding (retaliation for) wounds, the ages of the camels (given as Zakat or as blood money) and the fact that Medina is a sanctuary in between Air mountain to so-and-so (mountain). So, whoever innovates in it an heresy or commits a sin or gives shelter in it, to such an innovator will incur the Curse of Allah, the angels and all the people, and none of his compulsory or optional good deeds of worship will be accepted. 'Ali b. Abi Talib (Allah be pleased with him) addressed us and said: He who thought that we have besides the Holy Qur'an anything else that we recite, he told a lie. And this document which is hanging by the sheath of the sword contains but the ages of the camels, and the nature of the wounds. He (Hadrat 'Ali) reported Allah's Apostle ﷺ as saying: Medina is sacred from 'Air to Thaur; So if anyone makes an innovation or accommodates an innovator, the curse of Allah, the angels, and all persons will fall upon him, and Allah will not accept any obligatory or supererogatory act as recompense from them. And the protection granted by the Muslims is one and must be respected by the humblest of them. If anyone makes a false claim to paternity, or being a client of other than his own masters, there is upon him the curse of Allah, the angels, and all the people. Allah will not accept from him any recompense in the form of obligatory acts or supererogatory acts. The hadith transmitted on the authority of Abu Bakr and Zabair ends with (these words): The humblest among them should respect it; and what follows after it is not mentioned there, and in the hadith transmitted by them (these words are) not found: (The document was hanging) on the sheath of his sword.

‘Ali said “We wrote down nothing on the authority of the Apostle of Allaah ﷺ but the Qur’an and what this document contains.”. He reported the Apostle of Allaah ﷺ as saying “ Madeenah is sacred from A’ir to Thawr so if anyone produces an innovation (in it) or gives protection to an innovator the curse of Allaah, angels and all men will fall upon him and no repentance or ransom will be accepted from him. The protection granted by Muslim is one (even if) the humblest of them grants it. So if anyone breaks a covenant made by a Muslim the curse of Allaah, angels and all men will fall upon him and no repentance or ransom will be accepted from him. If anyone attributes his manumission to people without the permission of his masters the curse of Allaah, angels and all men will fall upon him and no repentance or ransom will be accepted from him.

I and Ashtar went to Ali and said to him: Did the Messenger of Allah ﷺ give you any instruction about anything for which he did not give any instruction to the people in general? He said: No, except what is contained in this document of mine. Musaddad said: He then took out a document. Ahmad said: A document from the sheath of his sword. It contained: The lives of all Muslims are equal; they are one hand against others; the lowliest of them can guarantee their protection. Beware, a Muslim must not be killed for an infidel, nor must one who has been given a covenant be killed while his covenant holds. If anyone introduces an innovation, he will be responsible for it. If anyone introduces an innovation or gives shelter to a man who introduces an innovation (in religion), he is cursed by Allah, by His angels, and by all the people. Musaddad said: Ibn AbuUrubah's version has: He took out a document.

And he said in it: "Al-Madinah is sacred, what is between 'Air to Thawr, so whoever introduces in it any innovation or shelters an innovator then upon him is the curse of Allah, the angels, and all people. And whoever claims someone else to be his father, or claims Wala' for someone other than his Mawali, then upon him is the curse of Allah, the angels, and the people; his compulsory and optional good deeds shall not be accepted. The covenants of the Muslims are one, it covers the rest of them.

We did such and such. And he would say: Allah and his Messenger spoke the truth. Al-Ashtar said to him: What you say is becoming widespread among the people. Is it something that the Messenger of Allah ﷺ advised you to say? ‘Ali ؓ said: The Messenger of Allah ﷺ did not advise me to say anything to the exclusion of other people, except something I heard from him and it is written in a document in the sheath of my sword. They kept on at him until he took out a document, in which it said: ʿWhoever commits an offence or gives refuge to an offender, upon him be the curse of Allah and the angels and all the people; no nafl or obligatory act of worship will be accepted from him.” And in it was said. Ibraheem declared Makkah to be a sanctuary and I declare Madinah to be a sanctuary; the area between its two lava fields and all of its territory is sacred. Itʿs grasses are not to be cut, and its game is not to be disturbed, and its lost property is not to be picked up except by the one who announces it, and no tree is to be cut in it, except what a man needs to feed his camel. And no weapon is to be carried in it for fighting.ʿ And in it was said: ʿAll the believers are equal in respect of blood [i.e., their lives are of equal value] . The protection offered by the least among them is to be honoured. They should be united as one against their enemies. A believer is not to be killed (in retaliation) for a disbeliever, nor one who has a covenant during the covenant.

It was said to ‘Ali ؓ : “Did your Messenger say anything to you only that was not for the people in general?” He said: “The Messenger of Allah ﷺ did not say anything to us only that he did not say to the people, except something in the sheath of this sword of mine. He took out a document on which there was something about the ages of camels [for zakah] and in it was said: ʿMadinah is sacred, the area between Thawr and ‘A’ir. Whoever commits an offence or gives refuge to an offender, upon him will be the curse of Allah, the angels and all the people, and on the Day of Resurrection Allah will not accept any nafl or obligatory act of worship from him. Protection given by any Muslim is binding upon all of them. Whoever transgresses protection given by a Muslim, upon him be the curse of Allah, the angels and all the people, and on the Day of Resurrection Allah will not accept any nafl or obligatory act of worship from him. Whoever takes people as mawla without the permission of the ones who set him free, upon him be the curse of Allah, the angels and all the people, and on the Day of Resurrection Allah will not accept any nafl or obligatory act of worship from him.ʿ The word mawla refers to the one who manumits a slave, who has a right to inherit ex-slave. Changing one’s mawla means giving the right of inheritance to the new mawla.

(Using translation from Aḥmad 1298)

He replied, "The Messenger of Allah ﷺ did not entrust me with a trust that he did not entrust to the people, except that he had a document in the sheath of his sword." He said, "Then, in it [the document], is that Ibrahim sanctified Mecca, and I sanctify Medina. Indeed, whatever is between its two sanctities is sacred. No tree is to be cut from it except for the feeding of a camel, and no weapon is to be carried in it for fighting. Whoever introduces something new or shelters someone who does, upon him is the curse of Allah, the angels, and all the people. In it was said: “The believers are equal in respect of blood and they are one against their enemies; protection given even by the least among them is to be honoured, but no believer is to be killed (in retaliation) for a disbeliever and no one who has a covenant is to be killed during the covenant. Whoever commits an offence or gives refuge to an offender, upon him be the curse of Allah, the angels and all the people.ʿ (Using translation from Aḥmad 993)

[AI] The Messenger of Allah ﷺ said: The protection of Muslims is one, which is sought by the least among them. So whoever harms a Muslim, upon him is the curse of Allah, the angels, and all people. Allah does not accept any expiation or compensation from him.

[AI] I entered with Ashtar to Ali ibn Abi Talib on the Day of the Camel, and I said, "Did the Messenger of Allah make a covenant with you separate from the general one?" He said, "No, except for this." Then he pulled out his sword from its sheath, and there were the believers on it, [promising that] their blood would be rewarded, their rights protected, and they would have authority over those other than them. A believer should not be killed by a disbeliever, nor should someone with a covenant be killed during his covenant.
