"عَنْ أَبِى إِسْحَاقَ، عَنْ عاصِمِ بْنِ ضَمْرَةَ قَالَ: قَالَ عَلِىٌّ: مَا تَقُولُ الْحَرُورِيَّةُ؟ قَالُوا: يَقُولُونَ: لا حُكْمَ إِلا لِلَّهِ. قَالَ: الْحُكْمُ لِلَّهِ، وَفِى الأَرْضِ حُكَّامٌ، وَلَكِنَّهُمْ يَقُولُونَ: لَا إِمَارَةَ، وَلَا بُدَّ للنَّاسِ مِنْ إِمَارَةٍ يَعْمَلُ فِيهَا الْمؤْمِنُ، وَيَسْتَمْتِعُ فِيهَا الْفَاجِرُ، وَالْكَافِرُ، وَيَبْلُغُ الله فِيهَا الأَجَلَ".

He said, "Yes, there is no authority except for Allah, but people must have a righteous or corrupt leader who the believers work under and the disbelievers enjoy living under, and Allah will ultimately judge them in it."
