"عن سلمة بن شهاب العبدى قال: قال عمر بن الخطاب: أيها الرعية، إن لنا عليكم حقا: النصيحة بالغيب، والمعاونة على الخير، وإنه ليس شئ أحب إلى اللَّه وأعم نفعا من حلم إمام ورفقه، وليس شئ أبغض إلى اللَّه من جهل إمام وخُرْقه".
