"عن الأسود بن يزيد، عن عمرَ بن الخطاب أنه خطب الناس فقال: من أرادَ منكم الحجَّ فلا يُحرِمَنَّ إلا من ميقات، والمواقيت التى وقَّتها لكم رسول اللَّه ﷺ لأهل المدينة ومن مر بها من غيرِ أهلها ذو الحليفة، ولأهل الشام ومن مرَّ بها من غير أهلها (الجحفةُ ولأهل نجدٍ) (* *) قَرَن، ولأهل اليمن يلَملم، ولأهل العراقِ وساير الناس ذاتُ عِرقٍ".
Ibn 'Abbas (Allah be pleased with them) reported that the Messenger of Allah ﷺ specified Dhu'l-Hulaifa, for the people of Medina; Juhfa for the people of Syria; Qarn al-Manazil, for the people of Najd; Yalamlam for the people of Yemen (the Mawaqit) and those (Mawaqit) are also meant for those who live at these (places) and for those too who come from without towards them for the sake of Hajj or 'Umra. And those who live within them (within the bounds of these places) or in the suburbs of Mecca or within Mecca, they should enter upon the state of Ihram at these very places.
وَقَّتَ رَسُولُ اللَّهِ ﷺ لأَهْلِ الْمَدِينَةِ ذَا الْحُلَيْفَةِ وَلأَهْلِ الشَّامِ الْجُحْفَةَ وَلأَهْلِ نَجْدٍ قَرْنَ الْمَنَازِلِ وَلأَهْلِ الْيَمَنِ يَلَمْلَمَ قَالَ فَهُنَّ لَهُنَّ وَلِمَنْ أَتَى عَلَيْهِنَّ مِنْ غَيْرِ أَهْلِهِنَّ مِمَّنْ أَرَادَ الْحَجَّ وَالْعُمْرَةَ فَمَنْ كَانَ دُونَهُنَّ فَمِنْ أَهْلِهِ وَكَذَا فَكَذَلِكَ حَتَّى أَهْلُ مَكَّةَ يُهِلُّونَ مِنْهَا
It was narrated from Ibn 'Abbas that the Prophet designated Dhul-Hulaifah as the Miqat for the people of Al-Madinah, Al-Juhfah for the people of Ash-shamham, Yalmlam for the people of Yemen, and Qarn for the people of Najd. They are for them and for those who pass by them who are not of their people, intending to perform Hajj or 'Umrah. If a person's place of residence is within the boundary of they Miqat, then (he should enter Ihram) from where he starts his journey, and this also applies to the people of Makkah.
أَنَّ النَّبِيَّ ﷺ وَقَّتَ لأَهْلِ الْمَدِينَةِ ذَا الْحُلَيْفَةِ وَلأَهْلِ الشَّامِ الْجُحْفَةَ وَلأَهْلِ الْيَمَنِ يَلَمْلَمَ وَلأَهْلِ نَجْدٍ قَرْنًا فَهُنَّ لَهُمْ وَلِمَنْ أَتَى عَلَيْهِنَّ مِنْ غَيْرِ أَهْلِهِنَّ مِمَّنْ كَانَ يُرِيدُ الْحَجَّ وَالْعُمْرَةَ فَمَنْ كَانَ دُونَهُنَّ فَمِنْ أَهْلِهِ حَتَّى أَنَّ أَهْلَ مَكَّةَ يُهِلُّونَ مِنْهَا
[Machine] The Messenger of Allah ﷺ appointed Dhul-Hulayfah for the people of Madinah, Juhefah for the people of Ash-Sham, Yalamlam for the people of Yemen, and Qarn for the people of Najd. He said, "These are the places for the people of these regions, and for those who pass through them from other than their residents, intending to perform Hajj and Umrah. So, whoever’s residence is beyond these points, then his Ihram (ritual state) starts from where he passes through, and likewise, until the people of Makkah, their Ihram begins from where they pass through."
وَقَّتَ رَسُولُ اللهِ ﷺ لِأَهْلِ الْمَدِينَةِ ذَاالْحُلَيْفَةِ وَلِأَهْلِ الشَّامِ الْجُحْفَةَ وَلِأَهْلِ الْيَمَنِ يَلَمْلَمَ وَلِأَهْلِ نَجْدٍ قَرْنًا وَقَالَ هُنَّ وَقْتٌ لِأَهْلِهِنَّ وَلِمَنْ مَرَّ بِهِنَّ مِنْ غَيْرِ أَهْلِهِنَّ يُرِيدُ الْحَجَّ وَالْعُمْرَةَ فَمَنْ كَانَ مَنْزِلُهُ مِنْ وَرَاءِ الْمِيقَاتِ فَإِهْلالُهُ مِنْ حَيْثُ يُنْشِئُ وَكَذَلِكَ فَكَذَلِكَ حَتَّى أَهْلُ مَكَّةَ إِهْلَالُهُمْ مِنْ حَيْثُ يُنْشِئُونَ
The Prophet ﷺ fixed Dhul-Hulaifa as the Miqat for the people of Medina, Al-Juhfa, for the people of Sham, Yalamlam for the people of Yemen, and Qarn for the people of Najd. And these Mawaqit are for those living at those very places, and besides them for those who come through those places with the intention of performing Hajj and Umra; and whoever is living inside these places can assume lhram from his own dwelling place, and the people of Mecca can assume lhram from Mecca.
