The Messenger of Allah ﷺ wrapped his head and shaved it when he arrived in Makkah. He instructed his wives to also untie their hair. They asked him, "What is the matter with you? Why are you not untying your hair?" He replied, "I have performed 'Umrah and have shaved my head, so I will not untie my hair until I complete my Hajj and shave my head again."  

أحمد:٦٠٦٨حَدَّثَنَا يُونُسُ حَدَّثَنَا فُلَيْحٌ عَنْ نَافِعٍ عَنِ ابْنِ عُمَرَ

أَنَّ رَسُولَ اللهِ ﷺ لَبَّدَ رَأْسَهُ وَأَهْدَى فَلَمَّا قَدِمَمَكَّةَ أَمَرَ نِسَاءَهُ أَنْ يَحْلِلْنَ قُلْنَ مَا لَكَ أَنْتَ لَا تَحِلُّ؟ قَالَ إِنِّي قَلَّدْتُ هَدْيِي وَلَبَّدْتُ رَأْسِي فَلَا أَحِلُّ حَتَّى أَحِلَّ مِنْ حَجَّتِي وَأَحْلِقَ رَأْسِي

Hafsah said, "What prevents you, O Messenger of Allah, from getting out of the state of Ihram?" He said, "I have already completed my Tawaf and put on my regular clothes, so I will not get out of the state of Ihram until I complete my Hajj."
