[Machine] Abdullah, yes, if we do not find water for a month, we will not pray even if I have given permission to them for this. When one of them finds cold water, he says, "This is enough," meaning he performs Tayammum and prays. So I said to him, "Where is the statement of 'Ammar to 'Umar?" He said, "I did not see 'Umar satisfied with the statement of 'Ammar."  

أحمد:١٨٣٣٠حَدَّثَنَا مُحَمَّدُ بْنُ جَعْفَرٍ حَدَّثَنَا شُعْبَةُ عَنْ سُلَيْمَانَ عَنْ أَبِي وَائِلٍ قَالَ قَالَ أَبُو مُوسَى لِعَبْدِ اللهِ بْنِ مَسْعُودٍ إِنْ لَمْ نَجِدِ الْمَاءَ لَا نُصَلِّي؟ قَالَ فَقَالَ

عَبْدُ اللهِ نَعَمْ إِنْ لَمْ نَجِدِ الْمَاءَ شَهْرًا لَمْ نُصَلِّ وَلَوْ رَخَّصْتُ لَهُمْ فِي هَذَا كَانَ إِذَا وَجَدَ أَحَدُهُمُ الْبَرْدَ قَالَ هَكَذَا يَعْنِي تَيَمَّمَ وَصَلَّى قَالَ فَقُلْتُ لَهُ فَأَيْنَ قَوْلُ عَمَّارٍ لِعُمَرَ؟ قَالَ إِنِّي لَمْ أَرَ عُمَرَ قَنَعَ بِقَوْلِ عَمَّارٍ

Abu Musa said to ʿAbdullah bin Masʿud, "If one does not find water (for ablution) can he give up the prayer?" ʿAbdullah replied, "If you give the permission to perform Tayammum they will perform Tayammum even if water was available if one of them found it cold." Abu Musa said, "What about the statement of ʿAmmar to ʿUmar?" ʿAbdullah replied, "ʿUmar was not satisfied by his statement."
