[Machine] I heard the Prophet ﷺ saying, "None should narrate (a story) except an Emir (ruler) or an appointed person or a person entrusted with a task." So, Muawiyah refrained from narrating until he was appointed for it.  

الطبراني:١٥٢٩١حَدَّثَنَا الْمِقْدَامُ بْنُ دَاوُدَ ثنا أَسَدُ بْنُ مُوسَى ثنا حَمَّادُ بْنُ سَلَمَةَ عَنِ الْأَزْرَقِ بْنِ قَيْسٍ عَنْ عَوْفِ بْنِ مَالِكٍ أَنَّهُ أَتَى عَلَى كَعْبٍ وَهُوَ يَقُصُّ فَقَالَ

سَمِعْتُ النَّبِيَّ ﷺ يَقُولُ «لَا يَقُصُّ إِلَّا أَمِيرٌ أَوْ مَأْمُورٌ أَوْ مُتَكَلِّفٌ» فَأَمْسَكَ عَنِ الْقَصَصِ حَتَّى أَمَرَهُ بِهِ مُعَاوِيَةُ
