suyuti:707-8bʿAṭāʾ b. Yasār

When it is the night of the middle of ˹the month of˺ Shaʿbān, the Angel cancels who will die in Shaʿbān, and whether the person would oppress or transgress or marry women, and his name has been canceled from the ones who will die. And there is no night after the Night of Qadr better than it: Allah ﷻ descends to the lowest sky and then forgives everyone except for (1) an idolator, (2) a hateful person, and (3) one who breaks ties of kinship.

السيوطي:٧٠٧-٨bعَنْ عَطَاءِ بْنِ يَسَارٍ قَالَ

"إِذَا كَانَ لَيْلَةُ النِّصْفِ مِنْ شَعْبَانَ نَسَخَ المَلَكُ مَنْ يَمُوتُ مِنْ شَعْبَانَ، وَإِنَّ الرَّجُلَ لَيَظْلِمُ وَيْفَجُرُ وَيَنْكِحُ النِّسْوَانَ، وَقَد نُسِخَ اسْمُهُ مِنَ الأَحْيَاءِ إِلَى الأَمْوَاتِ، وَمَا مِنْ لَيْلَة بَعدَ لَيْلَةِ القَدْرِ أفضل مِنْهَا، يَنْزِلُ اللَّهُ -تَعَالَى- إِلَى السَّمَاءِ الدُّنْيَا، فَيَغْفِرُ لكل أحد إِلَّا (١) لِمُشْرِكٍ أَوْ (٢) مُشَاحِنٍ أَوْ (٣) قَاطِعِ رَحِمٍ۔"
