"لاَ تمْنَعوا عِبَادَ الله فَضْلَ الْمَاءِ، ولاَ كَلأً وَلاَ نَارًا، فَإِنَّ الله - تَعَالَى - جَعَلَهَا مَتَاعًا لِلْمُقْوِينَ، وَقُوَّةً لِلْمُسْتَضْعَفِينَ".
