السيوطي:٢٤٤٥٨a –

"لَا بُدَّ للنَّاسِ مِنْ إِمَارَةِ، بَرَّةٍ أَوْ فَاجِرَةٍ، فأمِّا البَرَّةُ فَتَعْدلُ في الْقُسْمِ، وَتَقْسِمُ بَينَكُمْ فَيئَكُمْ بِالسَّويَّةِ، وَأَمَّا الْفَاجِرَةُ فَيُبْتَلَى فَيها الْمؤمنُ، وَالإمَارَةُ الْفَاجِرَةُ خَيرٌ مِنَ الْهرْجِ، قَيِلَ: يَا رَسُولَ (الله) وَمَا الهَرْجُ؟ قَال. "الْقَتْلُ وَالْكَذِبُ"".

[Machine] I heard the Messenger of Allah ﷺ saying: "People must have a just or oppressive rule. As for the just rule, it is fair in its division and benefits you equally. As for the oppressive rule, it is a trial for the believer. And a corrupt rule is better than chaos." It was asked, "O Messenger of Allah, what is chaos?" He said, "Killing and lying."  

الطبراني:١٠٢١٠ – حَدَّثَنَا مُحَمَّدُ بْنُ عَبْدِ اللهِ بْنِ عُرْسٍ الْمِصْرِيُّ ثنا وَهْبُ اللهِ بْنُ رِزْقٍ أَبُو هُرَيْرَةَ الْمِصْرِيُّ ثنا بِشْرُ بْنُ بَكْرٍ حَدَّثَنِي الْأَوْزَاعِيُّ حَدَّثَنِي عَبْدَةُ بْنُ أَبِي لُبَابَةَ الْأَزْدِيُّ حَدَّثَنِي زِرُّ بْنُ حُبَيْشٍ قَالَ لَمَّا أَنْكَرَ النَّاسُ سِيرَةَ الْوَلِيدِ بْنِ عُقْبَةَ بْنِ أَبِي مُعَيْطٍ فَزِعَ النَّاسُ إِلَى عَبْدِ اللهِ بْنِ مَسْعُودٍ فَقَالَ لَهُمْ عَبْدُ اللهِ بْنُ مَسْعُودٍ اصْبِرُوا؛ فَإِنَّ جَوْرَ إِمَامٍ خَمْسِينَ عَامًا خَيْرٌ مِنْ هَرْجِ شَهْرٍ وَذَلِكَ أَنِّي
