"عن عبد اللَّه بن هبيرة: أن عمر بن الخطاب أمر بناذرة (*) أن يخرج إلى أمراءِ الأجنادِ يتقدمون إلى الرعية أن عطاءَهم قائمٌ، وأن أرزاقَ عيالاتهم سائِلٌ، فلا يزرعونَ ولا يزارعونَ".
