˹All of˺ whom oppressed within the lands  

those who were rebellious, became tyrannical, in the land,
القرآن:٨٩:١١ –

الَّذِينَ طَغَوْا فِي الْبِلَادِ  

{الذين طغوا} تجبروا {في البلاد}.
