quran:37:167 –

And indeed, the disbelievers used to say,  

And indeed (in, is softened in place of the hardened one) they, the Meccan disbelievers, used to say,
القرآن:٣٧:١٦٧ –

وَإِنْ كَانُوا لَيَقُولُونَ  

{وإن} مخففة من الثقيلة {كانوا} أي كفار مكة {ليقولون}.
