the Prophet used to encourage praying Qiyam Al-Lail in Ramadan, but not forcibly. And he said: "When Ramadan begins, the gates of Paradise are opened and the gates of Hell are close, and the devils are chained up." Ibn Al-Mubarak narrated it in Mursal from:

Blessings and virtues of Ramadan

nasai:2106Bishr b. Hilāl > ʿAbd al-Wārith > Ayyūb > Abū Qilābah > Abū Hurayrah

The Messenger of Allah ﷺ said: “Ramadan has come to you, a blessed month. Allah ﷻ has made fasting in it obligatory upon you. In it the gates of heaven are opened, the gates of Hell are closed, and the rebellious devils are chained. In it Allah has a night that is better than a thousand months; whoever is deprived of its goodness has truly been deprived.”

nasai:2107Muḥammad b. Manṣūr > Sufyān > ʿAṭāʾ b. al-Sāʾib > ʿArfajah

[Machine] We visited ʿUtbah ibn Farqad, and we mentioned the month of Ramadan. He said, “What are you talking about?” We said, “The month of Ramadan.” He said, “I heard the Messenger of Allah ﷺ say: ‘In it the gates of Paradise are opened, in it the gates of the Fire are closed, and in it the devils are chained. A caller calls out every night: O seeker of good, come forward; and O seeker of evil, desist.’” Abu ʿAbd al-Rahman said, “This is a mistake.”

nasai:2108Muḥammad b. Bashhār > Muḥammad > Shuʿbah > ʿAṭāʾ b. al-Sāʾib > ʿArfajah

" I was in a house with 'Utbah bin Farqad, and I wanted to narrate a Hadith, but there was a man from among the Companions of the Prophet there, and I felt it was more appropriate fro him to narrate the Hadith than I. The man narrated that the Prophet said. Concerning of the Prophet there, and I felt it was more appropriate for him to narrate the Hadith than I. the man narrated that the Prophet said, concerning Ramadan: 'In it the gates of Heavens are opened and the gates of the Fire are shut, and every devil is fettered.
