[Machine] Because "In the name of Allah, the Most Gracious, the Most Merciful" is a verse of security and innocence which was revealed during warfare, and there is no security in it.  

الحاكم:٣٢٧٣ – فَحَدَّثَنَاهُ أَبُو بَكْرٍ مُحَمَّدُ بْنُ عَبْدِ اللَّهِ الْجُنَيْدُ ثنا مُحَمَّدُ بْنُ زَكَرِيَّا بْنِ دِينَارٍ ثنا يَعْقُوبُ بْنُ جَعْفَرِ بْنِ سُلَيْمَانَ الْهَاشِمِيُّ حَدَّثَنِي أَبِي عَنْ أَبِيهِ عَنْ عَلِيِّ بْنِ عَبْدِ اللَّهِ بْنِ عَبَّاسٍ قَالَ سَمِعْتُ أَبِيَ يَقُولُ سَأَلْتُ عَلِيَّ بْنَ أَبِي طَالِبٍ لِمَ لَمْ تُكْتَبْ فِي بَرَاءَةَ بِسْمِ اللَّهِ الرَّحْمَنِ الرَّحِيمِ؟ قَالَ

لِأَنَّ «بِسْمِ اللَّهِ الرَّحْمَنِ الرَّحِيمِ أَمَانٌ وَبَرَاءَةٌ نَزَلَتْ بِالسَّيْفِ لَيْسَ فِيهَا أَمَانٌ»
