[Machine] He said that it is from the Sunnah of the prayer to recite "In the name of Allah, the Most Gracious, the Most Merciful," then the Opening of the Book (Al-Fatiha), then recite "In the name of Allah, the Most Gracious, the Most Merciful," then recite a surah. Ibn Shihab would sometimes recite a surah along with the Opening of the Book, starting each surah with "In the name of Allah, the Most Gracious, the Most Merciful." He also said that the first person to recite "In the name of Allah, the Most Gracious, the Most Merciful" quietly in Medina was Amr ibn Sa'id ibn Al-As, and he was a modest man. It is also narrated to us that the scholars of Mecca—Ata, Tawus, Mujahid, and Sa'id ibn Jubayr—recited it aloud.  

البيهقي:٢٤١٢وَأَخْبَرَنَا أَبُو عَبْدِ اللهِ الْحَافِظُ أنبأ الْإِمَامُ أَبُو بَكْرِ بْنُ إِسْحَاقَ أنبأ عُبَيْدُ بْنُ شَرِيكٍ ثنا ابْنُ أَبِي مَرْيَمَ ثنا يَحْيَى بْنُ أَيُّوبَ وَنَافِعُ بْنُ يَزِيدَ قَالَا ثنا عُقَيْلُ بْنُ خَالِدٍ عَنِ ابْنِ شِهَابٍ

أَنَّهُ قَالَ مِنْ سُنَّةِ الصَّلَاةِ أَنْ يَقْرَأَ بِسْمِ اللهِ الرَّحْمَنِ الرَّحِيمِ ثُمَّ فَاتِحَةَ الْكِتَابِ ثُمَّ يَقْرَأُ بِسْمِ اللهِ الرَّحْمَنِ الرَّحِيمِ ثُمَّ يَقْرَأُ سُورَةً فَكَانَ ابْنُ شِهَابٍ يَقْرَأُ أَحْيَانًا بِسُورَةٍ مَعَ فَاتِحَةِ الْكِتَابِ يَفْتَتِحُ كُلَّ سُورَةٍ مِنْهَا بِبِسْمِ اللهِ الرَّحْمَنِ الرَّحِيمِ وَكَانَ يَقُولُ أَوَّلُ مَنْ قَرَأَ بِسْمِ اللهِ الرَّحْمَنِ الرَّحِيمِ سِرًّا بِالْمَدِينَةِ عَمْرُو بْنُ سَعِيدِ بْنِ الْعَاصِ وَكَانَ رَجُلًا حَيِيًّا وَرُوِّينَا الْجَهْرَ بِهَا عَنْ فُقَهَاءِ مَكَّةَ عَطَاءٍ وَطَاوُسٍ وَمُجَاهِدٍ وَسَعِيدِ بْنِ جُبَيْرٍ
