[Machine] If the offices are unable to find a solution, the matter should be brought to the attention of the authorities. If they comply, that is sufficient; otherwise, the narration from Ali is weak and the narration from Khalas is not valid according to the people of hadith. If it is valid, it can be attributed to the accepted manner from the perspective of the authority. If there is no response, only Allah knows the best course of action.  

البيهقي:٢١٧٦١وَأَخْبَرَنَا أَبُو عَبْدِ اللهِ أنبأ أَبُو الْوَلِيدِ ثنا الْحَسَنُ بْنُ سُفْيَانَ ثنا حِبَّانُ عَنِ ابْنِ الْمُبَارَكِ عَنْ سَعِيدٍ عَنْ قَتَادَةَ عَنْ خِلَاسٍ عَنْ عَلِيٍّ ؓ قَالَ

إِذَا عَجِزَ الْمُكَاتَبُ اسْتَسْعَى حَوْلَيْنِ فَإِنْ أَدَّى وَإِلَّا رُدَّ فِي الرِّقِّ الْإِسْنَادُ الْأَوَّلُ عَنْ عَلِيٍّ ؓ ضَعِيفٌ وَرِوَايَةُ خِلَاسٍ عَنْ عَلِيٍّ ؓ لَا تَصِحُّ عِنْدَ أَهْلِ الْحَدِيثِ فَإِنْ صَحَّتْ فَهِيَ مَحْمُولَةٌ عَلَى وَجْهِ الْمَعْرُوفِ مِنْ جِهَةِ السَّيِّدِ فَإِنْ لَمْ يَنْتَظِرْ رُدَّ فِي الرِّقِّ وَاللهُ أَعْلَمُ
