[Machine] If one of the two judges makes a ruling and the other does not, then his ruling is not valid until they both agree.  

البيهقي:١٤٧٨٩أَخْبَرَنَا أَبُو عَلِيٍّ الرُّوذْبَارِيُّ وَأَبُو الْحُسَيْنِ بْنُ بِشْرَانَ قَالَا نا إِسْمَاعِيلُ بْنُ مُحَمَّدٍ الصَّفَّارُ نا سَعْدَانُ بْنُ نَصْرٍ نا أَبُو مُعَاوِيَةَ عَنِ الْحَجَّاجِ عَنْ أَبِي إِسْحَاقَ عَنِ الشَّعْبِيِّ عَنِ الْحَارِثِ عَنْ عَلِيٍّ ؓ قَالَ

إِذَا حَكَمَ أَحَدُ الْحَكَمَيْنِ وَلَمْ يَحْكُمِ الْآخَرُ فَلَيْسَ حُكْمُهُ بِشَيْءٍ حَتَّى يَجْتَمِعَا
