[Machine] Indeed, when Umar was in a dispute with Saad and Ibn Umar regarding wiping over the socks, he ruled in favor of Saad. I said, "If only you had said this about wiping over the socks during long journeys and extreme cold." He said, "This is an allowance from him for wiping over the socks during long journeys and extreme cold, after he used to completely reject it. It has been narrated from him that he issued a fatwa allowing it for both residents and travelers alike."  

البيهقي:١٢٩١وَأَخْبَرَنَا أَبُو مُحَمَّدٍ أنا إِسْمَاعِيلُ ثنا أَحْمَدُ ثنا عَبْدُ الرَّزَّاقِ أنا مَعْمَرٌ عَنِ ابْنِ طَاوُسٍ عَنْ أَبِيهِ عَنِ ابْنِ عَبَّاسٍ قَالَ

إِنَّا عِنْدَ عُمَرَ حِينَ اخْتَصَمَ إِلَيْهِ سَعْدٌ وَابْنُ عُمَرَ فِي الْمَسْحِ عَلَى الْخُفَّيْنِ فَقَضَى لِسَعْدٍ فَقُلْتُ لَوْ قُلْتُمْ بِهَذَا فِي السَّفَرِ الْبَعِيدِ وَالْبَرْدِ الشَّدِيدِ قَالَ فَهَذَا تَجْوِيزٌ مِنْهُ لِلْمَسْحِ فِي السَّفَرِ الْبَعِيدِ وَالْبَرْدِ الشَّدِيدِ بَعْدَ أَنْ كَانَ يُنْكِرُهُ عَلَى الِإطْلَاقِ وَقَدْ رُوِيَ عَنْهُ أَنَّهُ أَفْتَى بِهِ لِلْمُقِيمِ وَالْمُسَافِرِ جَمِيعًا
