[Machine] A man came to a people who had water and asked them for water, but they did not give him any until he died of thirst. So, Umar ibn al-Khattab imposed a penalty on them.  

البيهقي:١١٨٥١أَخْبَرَنَا أَبُو سَعِيدِ بْنُ أَبِي عَمْرٍو ثنا أَبُو الْعَبَّاسِ مُحَمَّدُ بْنُ يَعْقُوبَ ثنا الْحَسَنُ بْنُ عَلِيِّ بْنِ عَفَّانَ ثنا يَحْيَى بْنُ آدَمَ ثنا حَمَّادُ بْنُ زَيْدٍ عَنْ يُونُسَ بْنِ عُبَيْدٍ وَهِشَامِ بْنِ حَسَّانَ عَنِ الْحَسَنِ

أَنَّ رَجُلًا أَتَى أَهْلَ مَاءٍ فَاسْتَسْقَاهُمْ فَلَمْ يَسْقُوهُ حَتَّى مَاتَ عَطَشًا فَأَغَرَمَهُمْ عُمَرُ بْنُ الْخَطَّابِ ؓ الدِّيَةَ
